  • 9 May 2013 in National Assembly: Hon. Deputy Speaker, Sir, I want to say if there was a test for the Jubilee Government, it was to show its commitment to devolution. Many doubts had been raised about the commitment of the Jubilee Government to devolution. I think those doubts have been erased because there is nothing more important to devolution than resources. If in the resources the Government has already moved from 15 per cent to 32 per cent, I am urging those who have been going round the country saying that the President, Deputy President and the Jubilee Government are not committed to devolution to ... view
  • 7 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. I want to draw your attention and that of the House to the words that hon. Midiwo has used. view
  • 7 May 2013 in National Assembly: Hon. Speaker, Sir, I was saying that just in case hon. Members did not hear clearly the words that hon. Midiwo used to describe our Leader of Majority Party, and by extension the Jubilee Coalition, he said that we are the ones who engage in impunity. Is it in order for hon. Midiwo to use the time that you had given him to discuss the question of forming committees to pass a political message? We, as Jubilee Coalition and our supporters, are getting tired of apologising for winning an election with over 800,000 votes. We are tired of a coalition ... view
  • 7 May 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. First, I want to congratulate the hon. Member who has moved this Motion for Adjournment on an issue of national importance. This is because it takes responsibility of reason to realise that the first priority here is the people you represent. view
  • 7 May 2013 in National Assembly: In the Tenth Parliament, we spoke about insecurity in Turkana many times that it left us wondering why it was becoming almost impossible for the security agencies to deal with it. In our last debates, it was apparent that the security system in Turkana was not adequate and, therefore, there was a call for our armed forces to occupy the area in an effort to protect the people of Turkana. However, when I listened to the Member, and I hear that those who are now attacking people of Turkana are coming from a neighbouring country; a country that we know, ... view
  • 17 Apr 2013 in National Assembly: Hon. Speaker, Sir, would I be in order to ask you to put the question as has been suggested by Dr. Eseli? That is because he contributed and asked you to put the question. I am asking you officially to put the question, so that we can get on with the business of the House. view

  • 17 Apr 2013 in National Assembly: Hon. Speaker, Sir, I rise on a point of order. I want to quote our Standing Orders which we passed in this House just before the end of the Tenth Parliament. Standing Order No.173 (2) states as follows:- “173(2) The Committee on Selection shall give consideration to the need for gender balance and shall, so far as may be practicable, ensure that no more than two-thirds of the members of a committee of the Assembly, including a committee established through a resolution of the House, shall be of the same gender.” view

  • 17 Apr 2013 in National Assembly: Hon. Speaker, Sir, I am asking that, on the basis of this Standing Order, you give us clearance and the way forward because we do not want to take this House through the circus of the Tenth Parliament, when we had to keep on fighting for conformity of the provisions of the Constitution. This is now clearly stated in our Standing Orders. view
