6 Jun 2013 in National Assembly:
Thank you, hon. Speaker, Sir. I would like to second this Motion by our Chief Whip and say first that I acknowledge that we have really had a challenge in formation of committees because of the great numbers that we have now in the House. However, I would also want to acknowledge that a lot of give and take has played out both within the Jubilee Coalition and CORD Coalition and, therefore, I want to urge just like my Whip has said that the CORD Coalition hastens this process so that every hon. Member plays their rightful role in this ...

6 Jun 2013 in National Assembly:
On a point of order, hon. Speaker, Sir. Judging by the mood of the House, everybody seems to be in agreement, would I be in order to ask the Mover of the Motion to respond?

28 May 2013 in National Assembly:
Hon. Deputy Speaker, is it in order for hon. Jakoyo to mention one Commissioner, when we know that, that Commission has other members? I would wish that he mentions the other incompetent commissioners other than Sarah Serem.

28 May 2013 in National Assembly:
On a point of order, hon. Temporary Deputy Speaker, Sir. I am not sure whether or not you heard the hon. Member say that this House has become a rubberstamp of the Executive, yet we have a report prepared by a Committee of this House! More fundamentally this name emanated from the Judicial Service Commission.

23 May 2013 in National Assembly:
Thank you, hon. Speaker, Sir. Last week, I requested for a Ministerial Statement from the Departmental Committee on Education, Research and Technology and it is obvious that I have not received it. I would also like, with your indulgence, to request the Leader of the Majority Party to issue it because it cuts across three committees; that is Education, Security and Justice? I would like to get a comprehensive answer.

21 May 2013 in National Assembly:
Hon. Speaker, Sir, in addition to what the hon. Member has asked in the Statement to the Leader of the Majority Party, I would like him, as he is replying, to also state categorically the role of the Deputy President vis-a-viz the role of the last Vice-President in terms of travel and the work that he has done outside this country in terms of foreign policy so that it can be clear, once and for all for this House, that there is a fundamental difference between a Vice-President and a Deputy President according to what is clearly spelt out. As ...

21 May 2013 in National Assembly:
Hon. Speaker, Sir, without repeating what my colleagues have said, there is a history to this debate. When we were in the Tenth Parliament, many of us, as colleagues, were asking each other: âAre you going to be a governor? Will you be running for Senate? Will you be running for Member of Parliament or the County assembly member or as a women representative?â Many of the conversations ended up--- Those who chose to go to the Senate did so because, as has already been said here, of their age and how many years they had been in Parliament. Therefore, ...

16 May 2013 in National Assembly:
Thank you, hon. Deputy Speaker. I rise to oppose the Motion. In an endeavor to accommodate a situation where we find ourselves now as the Eleventh Parliament, the leadership of this House has gone out of its way to accommodate each other. But even as we accommodate each other, we must change these Standing Orders in a way that they reflect the true letter and spirit of the Constitution; and that they will serve the interests of other parliaments beyond the Eleventh Parliament. Therefore, I want to plead with the Mover of this Motion that the language that is used ...
