Rt. Hon.(Eng) Raila Amolo Odinga

Raila Odinga served as Prime Minister of Kenya, and was the MP of Langata between 1992 and March 2013. He came third in the 1997 Presidential election and as ODM candidate was runner up to Mwai Kibaki in the 2007 Presidential Election. In 2013 he unsuccessfully contested the Presidential elections that saw Uhuru Kenyatta declared the 4th President. In 2017 he successfully contested the August 8th polls that saw the Supreme Court nullify the elections. He nonetheless absconded the fresh October 26th polls that saw President Uhuru re-elected for another final term.

The Minister is on record saying that he will spend Kshs640 million to try and revive Uchumi Supermarkets. There is already a Cabinet decision which, according to the Constitution, the Cabinet spends money which has been approved by this House. It is only this House that can authorise expenditure from the Consolidated Fund. Does the Minister intend to bring the matter before this House so that he can get a resolution or where else will he get the money from, to fund the revival of Uchumi Supermarkets? view

The Minister has inherited a very sad situation. I know that he is not responsible for the actions of his predecessors. He knows very well that it is the collusion of some officers in the Ministry that has caused the kind of mess that exists today. Why can he not promise that the Government will take action against the officers who are responsible for the mess that has been created here, hence the delay in licensing a third mobile phone operator? view

When I was Minister for Roads and Public Works, I appointed a committee to investigate pending bills in the Ministry of Roads and Public Works. That committee produced a report which I tabled in the Cabinet. The Cabinet Committee on Anti-Corruption recommended the establishment of this particular committee to look at other pending bills. But in as far as the pending bills in the road sector is concerned, the matter was investigated and concluded.
