On a point of order, Mr. Deputy Speaker, Sir. The committee I appointed had carried out comprehensive investigations and concluded the matter. Is the Assistant Minister in order to mislead the House that there are further investigations being carried out by this other committee when the work was already completed by the committee I appointed?

On a point of order, Mr. Deputy Speaker, Sir. I do not wish to question your ruling, but I raised this issue with the Speaker because there is a ruling by the former Speaker, Sir Humphrey Slade made on the issue of substantiation. Hon. Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. Let me begin by congratulating the hon. Minister for presenting his first Budget. I am told it was very ably presented. I also want to congratulate his Assistant Minister. I know that the two will make a very good team at the Treasury. I am contributing to this Motion as the hon. Member for Langata Constituency. It only wanted to woo the chiefs, so that they could campaign for the banana camp in the last referendum campaign.

4 May 2006 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. The hon. Member's reason for seeking a Ministerial Statement was basically to trigger some action from the Government. Now that the House will adjourn, the Minister will not be in a position to issue a Ministerial Statement. Could he assure the House that he will act on the issues which are of concern to the hon. Member?

2 May 2006 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Bill. I want to thank my colleagues who spoke before me. Particularly, I would like to thank the lawyer Members of Parliament who spoke on last Thursday. They gave us a very incisive expose on this Bill. They did a very good job. Also, I would like to thank the Attorney-General for coming out clearly in spelling out some of the very important points that have been of concern to hon. Members. I am very happy that the lady Members of Parliament are back ...
