25 May 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, he told us how they were inspired by the Kenyan liberation struggle and so on. I then shared with him our experience in this country following our post election crisis. I also told him about our new Constitution. I also told him that there is need for tolerance and bi-partisan approach in these matters in the spirit of give and take for them to get a new constitution. In Bulawayo, I shared the same with the MDC. I found out how united they were and how willing they were to move on from the turmoil ...

25 May 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I have listened to the hon. Member make very passionate contribution to this Bill. I share some of his sentiments, but I want to take the House down the memory lane. We are now 48 years old, and going to be 49 years old. There are certain things we have done before which we should not be repeating. We did have the National Construction Corporation, which had been established to promote indigenous contractors and give them opportunities to participate in this field. This was in the 1960s and 1970s. What we are doing here is ...

25 May 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I am coming to that. The hon. Member is impatient. This is an area in which I have a lot of information. Mr. Temporary Deputy Speaker, Sir, look at the two phases of our development, the first regime and then the second regime; the first regime wanted to develop an indigenous bourgeois class. They want to indigenize the economy and, therefore, there was a passionate effort to try to empower our people to get involved in the private sector generally. There had been a lot of discrimination against the indigenous population in the colonial era. ...

18 May 2011 in National Assembly:
Mr. Speaker, Sir, I today want to talk about the security situation in Turkana North District, and also generally about our national borders. Mr. Speaker, Sir, about two weeks ago, at least 20 Kenyans were killed by Merille militia from the neigbouring Ethiopia. This round of killings came after a fairly prolonged period of calm and peace in the area, following the peace accord signed by the two communities in 2006 in Todonyang. The prolonged period of relative calm notwithstanding, the recent attacks left our citizens feeling vulnerable and unprotected. The attacks raised questions about the security at our borders. ...

18 May 2011 in National Assembly:
with all our neighbouring countries, including replacing broken and dilapidated boundary beckons. The Ministry of State for Provincial Administration and Internal Security, jointly with the Ministry of State for Defence, have been tasked to work out the modalities of deploying joint security forces, including the military, closer to our borders. Specific instructions have been given to the Ministry of State for Defence to ensure our countryâs territorial integrity and safety from external aggression in all places, including Migingo and Ugingo islands. As we speak, the Government has beefed up security along the Kenya/ Ethiopia border at Todonyangâ. We have relocated ...

18 May 2011 in National Assembly:
Mr. Speaker, Sir, you will agree that some questions have been repeated. In order not to bore the House, I will give one answer to all the questions that were repeated. The Member for Imenti Central wanted to know how much money has been set aside. I had already said in my statement, Kshs27 million has been spent for mitigation. We have also spent Kshs135 million for relief food supplies. That money was from the Government. The hon. Member for Mandera East wanted us to deploy the military to secure our borders. Let me explain something that will clear the ...
