Mr. Temporary Deputy Speaker, Sir, I was saying that the Assistant Minister said that in order for a health facility to get medical supplies from KEMSA, it has to be registered. We have got several health facilities which have been constructed through either the Constituencies Development Fund (CDF) or other organisations. What is the registration process like, so that once health facilities are constructed, they do not lie idle since their services are required? What is the process involved? Who is supposed to initiate the process of registering health facilities?

(b) Why did the Provincial Administration in Samburu East District stop the forum from holding its elections on 25th August, 2012 at Wamba District Headquarters? (c)Why did the District Officer one (Mr. Okoth) forcefully demand a cheque from the forum’s secretary and what measures will the Minister take to ensure that the group conducts the election without interference from the Provincial Administration?

Mr. Deputy Speaker, Sir, I have no objection to that. However, I only want to request the Assistant Minister to tell the Provincial Administration and the police to stop harassing women because these are innocent rural women who are only interested in elections. So, the Provincial Administration should not be taking sides.

Mr. Temporary Deputy Speaker, Sir, we truly commend what the Minister for Water and Irrigation is doing, particularly those of us who come from ASAL areas. But my concern here is that the Northern Water Services Board covers a very large area. It covers North Eastern region, parts of Eastern Region and even parts of Rift Valley like Laikipia and Samburu. Those are ASAL areas where there is scarcity of water.
