  • 23 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 37 of the Bill be amended by inserting the following new paragraphs immediately after paragraph (b), “(c) the operation of the Defence Forces, defending military personnel and their mission within the gazetted areas”. (d) the compensation of local communities in the event of accident in areas, where the military is deployed or the operation of military personnel outside the gazetted areas. Mr. Deputy Speaker, Sir, the National Intelligence Service (NIS) is one of the national security organs. Article 242 of our Constitution says: “The National Intelligence Service is responsible for security intelligence and counter intelligence to enhance national security, in accordance with the Constitution.” Mr. Deputy Speaker, Sir, certainly to provide the counter-intelligence and promote national security, it means that the NIS has to collect information.   • 22 Aug 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Bill. I support the Bill but I have concerns with regard to Clause 31. This is in Part III on page 2082, about cooperation with other authorities. It reads:- “The Defence Forces shall assist and co-operate with other authorities in situations of emergency or disaster, and report to the National Assembly whenever deployed in such circumstances”.   • 21 Aug 2012 in National Assembly: Mr. Speaker, Sir, I was just saying that there are areas here in Kenya - particularly pastoral areas - where people still live on communal land. I would like to appeal to the Minister for Lands that an adjudication exercise should be carried out on that land, so that either the land can be registered in group ranches or individual ranches for the people to be able to get title deeds and use them as securities to develop their land.   • 21 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I was just saying that those are the issues that we need the National Land Commission to investigate and address because people are suffering. You can imagine a situation where our land is utilized and people are killed, there is no compensation and nobody is concerned. This is very unfair. So, I think this is one area where the Commission should move in and make the necessary recommendations. Thank you. view
  • 16 Aug 2012 in National Assembly: Mr. Speaker, Sir, I appreciate the action taken by the Assistant Minister but while we are still waiting for the findings from the inquest, where we disagree is where the late Lieresh was killed because the DC, area councilor and the police visited the scene and it was outside the gazetted military training area. While the Assistant Minister is carrying out the inquest, could he set a date that he and I and others concerned will visit the scene and determine whether this incident took place outside the gazetted area? view
