  • 8 Sep 2020 in National Assembly: On the Commission and what it intends to do in training, I suggest that as far as the reforms are concerned, we have a psychotherapy as part of the training. The men and women in groups that have been trained so far are young. They are from the ages of 24 to 30 years. This is a tender age and they are parents. So, as far as the psychotherapy is concerned, I suggest that it is embedded in the training curriculum, so that young men and women are aware of the predicaments and challenges ahead of them. Failure to understand ... view

  • 30 Jun 2020 in National Assembly: Thank you, Hon. Speaker, for giving me an opportunity to support this Petition. About 1,700 individuals have been affected. The Petition has been brought here as a result of a deliberate pronouncement made by the Cabinet Secretary, Environment. A big number of these individuals are civil servants. These middle cadre civil servants have taken loans and others used their retirement benefits to acquire shelter in the city. The number of the affected households is enormous. These individuals bought land and were working on the fact that these were legally acquired titles. They bought land from individuals. The Gazette Notice No.44 ... view

  • 20 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this important Bill. At the outset, I would like to thank Hon. Kamket for bringing this Bill so that we can articulate issues of development in ASAL districts of northern Kenya and intended purposes of this Bill. The Equalisation Fund was meant to correct the anomalies and disparities that existed in terms of development in the past Governments. • 20 Nov 2019 in National Assembly: Hon. Temporary Deputy Speaker, this Bill gives a direction on how this Fund will be spent and how those projects will be monitored and identified. It gives a proper roadmap for this Bill. Thank you, Hon. Kamket for bringing this Bill which gives a specific direction on how this Fund will be utilised and how those projects will be implemented. There were projects which were identified in the first year. There was a disbursement for only one year. To date, those projects have not been completed and properly monitored. The impact has not been felt. In my constituency, there are ... view
  • 20 Nov 2019 in National Assembly: This Bill also touches on very critical components like roads, health, water, food security and a number of projects which cannot be covered essentially by the National Government Constituencies Development Fund (NG-CDF). If the Equalisation Fund is implemented properly, The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 20 Nov 2019 in National Assembly: it will augment and support the NG-CDF which has made a serious and good impact for the people of this country. This Bill will be amended further to tailor it in the same way as NG-CDF. The NG-CDF and Equalisation Fund will work in tandem, so that we can see a realisable impact in the lives of the people it will serve. view
  • 20 Nov 2019 in National Assembly: We have seen the short span which has been given for the Equalisation Fund. It is supposed to be for 20 years. So far, we have lost seven years. It is only one physical year that there was disbursement of this money. Moving from one ministry to another to follow up on this money and monitor its utilisation has been very difficult for us. However, once this board is constituted, it will provide the necessary impetus for us to follow and the necessary development will be realised. view
  • 20 Nov 2019 in National Assembly: With those few remarks, thank you, Hon. Kamket for bringing this important Bill, which will be anchored in the board. view
