Of late, there has been unnecessary interference with implementation of resolutions of the House. We must stand up to protect Parliament. We should not let outsiders decide what Parliament does. In any case, if we are the ones who defeat our resolutions, then we are have given up on our mandate. On the face of it, somebody may think it is a light Motion. Because of that, it is very important that we realise that this debate is beyond Kenya.   • 3 Dec 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to add my voice in support of this Report and urge the House to adopt it. When we read about how our country is run, we get worried. People in Government are spoiling the future of our children and destroying the livelihoods of our farmers. In essence, they have failed the country. Hon. Temporary Deputy Speaker, when you have a Government creating a special Fund for prominent people, whether deceased or not, you start wondering whether this is a country only for the rich. It is well documented that this Fund should have assisted these communities 10 years ago. Unfortunately, the National Treasury mandarins have been running this as a personal account. When the framers of the Constitution set-up this Fund, the intention was to ensure the so- called closed districts and other marginalised areas benefited and caught up with other areas which were benefiting from the largess of the Governments that had ruled this country since Independence. In the past, we have had people picked from anywhere without qualifications into some boards. However, the fact that these people should be qualified in the sense that they are conversant with the economic development and planning, finance, law, accounting, social sciences and meet the requirements of Chapter Six of the Constitution makes this an outstanding Bill that should be supported.
