  • 30 Jun 2020 in National Assembly: Hon. Speaker, I beg to give notice of the following Motion: THAT, this House adopts the Report of the Select Committee on Implementation on considerations and submissions from stakeholders regarding implementation status of legislations, petitions and resolutions passed by this House, laid on the Table of the House on Tuesday, 30th June 2020. view
  • 18 Jun 2020 in National Assembly: Hon. Speaker, I shall do that. In fact, following up these resolutions has been a problem because the Executive does not seem to take parliamentary decisions or resolutions seriously. This is one that we must really follow up. If we can forego some of our privileges for the people we represent, I think it is wrong for the Executive to play around with our decisions. We give an undertaking that we shall follow up. Hon. Speaker, thank you very much. view
  • 29 Apr 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to join my colleagues in congratulating the Committee. In fact, everybody knows that Yusuf Mbuno is very qualified for this job because he has been acting for eight years. I think people were against him simply because he was very effective. He has no political godfathers and he was also in good terms with parliamentarians. In fact, the problem with this country is that anybody who is in good terms with Parliament becomes an enemy of some quarters. The only thing I can say is that Mr. Mbuno had been treated ... view
  • 29 Apr 2020 in National Assembly: stand firm in circumstances like this one. I think Parliament has seen the fruits of Mr. Mbuno. He is actually a very effective person. He is a servant leader. He is humane. He is somebody who should actually be where we have put him. Nobody in this House can actually say that his appointment should not be approved. So, I call upon my colleagues to approve the appointment of Mr. Mbuno because he merits it. It is not because of anything else. view
  • 26 Feb 2020 in National Assembly: Hon. Speaker, I beg to give Notice of the following Motion: Taking into consideration the findings of the Select Committee on Implementation on its examination of implementation status, the Resolution of the House of 6th June 2019 regarding the constitutional approval of Ms. Mwende Mwinzi for appointment as ambassador of Kenya to Seoul, South Korea, laid on the Table of the House on Wednesday 27th November 2019 and pursuant to provisions of Section 8 of the Public Appointment Parliamentary Approval Act 2011, this House rejects the nomination of Ms. Mwende Mwinzi for appointment as ambassador representing the Republic of Kenya. ... view
  • 10 Feb 2020 in National Assembly: Hon. Speaker, on my own behalf, my family and the people of Narok North, I would like to condole with the late President Moi’s family. view
  • 10 Feb 2020 in National Assembly: He made this country what it is today. He united Kenyans. His cabinet represented all Kenyans. The marginalised people benefitted at that particular time. He was also a man of peace, not only for Kenya but to the whole region. Most countries exist today because of his benevolence and his love for peace, one of them being South Sudan. He played his role and made Kenya what it is. We pray for his family. May his soul rest in Eternal Peace. Thank you, Hon. Speaker. view
  • 5 Dec 2019 in National Assembly: Hon. Temporary Deputy Speaker, I am standing under Standing Order No.95 and request that the Mover be now called upon to reply. This is important because we are going for a two months’ recess and it is important that this issue is attended to immediately by the ferry services. So, I would like the Mover to reply. view
  • 4 Dec 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. From the onset, I would like to reiterate my support for the Report. Having gone through the Report, I find it incisive, thorough and factual. The Committee raised some red flags. Those red flags have been there for quite some time. One of them is the issue of pending bills. That is something that has been recurring in every debate that has come to this House for the last one year. It is well known and it is a fact that many SMEs are collapsing in Kenya because of non-payment of bills for services ... view
  • 4 Dec 2019 in National Assembly: congratulate Parliament because in the past, it has stopped such kinds of payments. That should be the practice. You cannot have authority to allocate money for the people of Kenya as their representative and somebody else, who does not have that mandate, decides to disrupt it. The other thing that was very clear was outstanding imprest. I thought we employ people to serve the people of this country. Unfortunately, this has become a country where you serve your stomach. It has become a country where those at the top, who are supposed to ensure that imprest is returned, do not ... view
