They went when the camp was already there. The community was locked out and they had a rough time. The Committee has accepted that the ownership of land is even in dispute. It is not identifiable. So, what is the Government of Kenya buying? What is the taxpayers’ money being used for? That is the question. If you do not even know the owner of the land and you are in occupation, why are they telling Parliament to ratify an illegality? I urge this House to reject this Report in totality because it will paint this House in bad light. We should not let it happen.

can say the Executive is wrong, Parliament is wrong and have the audacity to come and say he cannot implement it, I think the best thing for this gentleman to do is to resign because he has no confidence in the National Assembly and respect for the President. Hon. Speaker, that issue has been brought before us. We summoned the Cabinet Secretary (CS) in charge, Hon. Matiang’i and he sent the Principal Secretary (PS) and he talked about the same issue of urging. Unless it is concretised into law, there is nothing he can do because it also has budgetary requirements and we have not passed any money for that purpose. This Motion should be clearly thought-out before we say so-and-so should be forced to implement. This Parliament should do its work. We are blaming other institutions when we are the ones who have failed.

Thank you, Hon. Speaker. First of all, I would like to agree with my colleagues that what is happening in the Central Bank and other commercial banks saddens everybody. It is affecting commerce and making every Kenyan look like a drug dealer or people who are not doing the right thing. It should not be allowed. I have heard Members talk about the Committee on Implementation. I do not understand what they mean because no regulation has been passed to us.
