  • 16 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, because this Bill has been talked about for a long time, I do not think I really need to take much time. But I want to commend the Bill for proposing to bring the Kenya Forestry Research Institute. It is very important that we retain the institution and strengthen it so that we can do research and ensure that indigenous trees that are actually almost being depleted are replenished for purposes of future generations and ensuring that the ecosystem is maintained. view

I congratulate the Departmental Committee on Lands for the good Bill they brought to the House. I would like to tell Kenyans that we should be together. More importantly, we should be fair to one another. In the Cabinet reshuffle, the people of Narok, especially the Maasais, lost two Principal Secretaries (PSs) for no apparent reason.   • 2 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I oppose this. I believe Hon. Kang’ata is trying to give Parliament powers that it does not have. Ours is oversight and making laws. We will be meddling with other institutions which will be illegal. view
  • 22 Oct 2015 in National Assembly: I would like to agree with Hon. Chachu. I am a Member of the Committee. We decided that to avoid unnecessary tug of war between the executive authority and other institutions that are supposed to act on the instructions or advise of the CS, we believed that we should not alter the authority of the CS. That is because it can be very disruptive and can delay a lot of activities that are supposed to assist the mining industry in the country which is a new venture. Thank you. view
  • 22 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairlady, there was a lot of controversy surrounding this particular suggestion. It is necessary to have the Chairman of the National Land Commission on this board because he is the one who is supposed to oversee the management of public land and sometimes minerals. These are national Government assets and therefore, somebody like that must be there. That one is very important. But the issue I had already decided on is the issue of governors.   • 22 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairlady, there is some of kind of misunderstanding here. I do not know whether it is me who did not understand. I believe we said that in mining, there must be ring-fencing because there is a unique way of doing it. There is qualification. If they cannot do so because of lack of financial muscle and if it is opened for The electronic version of the Official Hansard Report is for information purposesonly.   • 22 Oct 2015 in National Assembly: anybody to procure or get a licence--- I do not know whether there is any confusion. I thought we said we retain what is there, as this is a specialized field. You cannot just open to any Tom, Dick and Harry. We said it must be special. view
