  • 28 Nov 2013 in National Assembly: I am saying that let Parliament do its work and we cannot be denied that constitutional right. I request my colleagues to support this Bill, otherwise, we are saying that we are usurping our responsibility. view
  • 21 Nov 2013 in National Assembly: I thank you hon. Speaker Sir, for giving me this opportunity to contribute to this very important Bill. I would like to compliment the able Chair of the Committee, hon. (Ms) Abdalla, for her presentation yesterday. This Bill is important because it involves communities and Kenyans in general. One thing you must know is that without wildlife, Kenya will not be in the world map as it is at the moment. You have heard and read that the Maasai Mara has been rated the eighth wonder of the world and the great migration of the wild beast is actually what ... view
  • 21 Nov 2013 in National Assembly: land owners can benefit, if your land is in migratory areas. So, we have started benefitting as people whose lands are used as transitory route. So, it is not just the game parks that are supposed to be benefitting. The other very important issue is culling. We should be very careful with this. I think the Committee had requested that the issue should be looked into because if you encourage culling, most of the poachers will take advantage of this. If you are a land owner and there is wildlife on your land, if you say that you have a ... view
  • 13 Nov 2013 in National Assembly: Hon. Deputy Speaker, in fact, I am shocked that the Chairman of the Committee can talk about having not addressed the issue of the Isahakia. This is a historical injustice. These people have been there since early 1900. So, even if he is talking about KARI, the issue of the Isahakia should not be forgotten. It should have been addressed. Where will you take these people? They have been on those farms for generations, and it is important that the Committee should have addressed it; it should be raised as a very important national matter. view
  • 13 Nov 2013 in National Assembly: I am not. view
  • 12 Nov 2013 in National Assembly: Thank you, hon. Temporary Chairlady. Clause 7(1) is still contradictory. How can we say that ownership of matrimonial property vests in spouses according to the contribution of each spouse and then say that during divorce, such wealth shall be shared equally? Does it make sense? view
  • 12 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairlady, it does not make sense. So, it should be reviewed. Yes, hon. Esther Murugi Mathenge. view
  • 22 Oct 2013 in National Assembly: Thank you, hon. Speaker, Sir. I wish to actually agree with hon. Shebesh and hon. Ochieng because you have said that this is a House of rules and Standing Order No.86 is very clear that: “No Member shall refer to the substance of the proceedings of a Select Committee before the Committee has made its report to the House.” view
  • 22 Oct 2013 in National Assembly: So, I think what we should actually get to understand is that Members are not prevented from actually discussing issues as long as it is on the peripheral side of things. However, when it comes to making pronouncements that are actually meant to be a decision of that Committee, then I believe it is preempting what the Committee is supposed to do. As you all know, these committees actually have the powers of the High Court and they have the authority under Article 125 to call experts and that is buttressed by Standing Order No.203 to call for evidence and ... view
  • 22 Oct 2013 in National Assembly: Hon. Speaker, Sir, so, I believe that if the rules are there, then there are sanctions which must actually be given. This is because it is actually embarrassing for this House or Members especially the Chairman to speak on behalf of the Kenya Defence Forces (KDF) or anybody else before the evidence is in. I believe even if there is an element of sycophancy, I believe sycophancy should also be tempered with a little bit of wisdom. view
