Look at Hon. Mishra. In a short period of time, he has been able to establish one of the best hospitals, not just in Kenya, but in East and Central Africa, by using local experts. That is a demonstration of the capacity we have as a country. If we have many people coming up with such facilities, Kenya is going to have good medical facilities for our people so that they do not have to go abroad. It is important for Members and the country to appreciate that NG-CDF is one of the institutions in this Government that works and has proved to be working. This is especially now, when the President has given orders on how to manage the re-opening of schools. There is need for us to have the money urgently and if not now, it should have been yesterday. So, we are able to support the schools to reopen.

The President has given a directive that we need to build classrooms in every school to accommodate the new order of social distancing and sitting arrangement. We have also been instructed to make desks which some of us have been doing for schools. For this to happen, we need to have those committees in place for the constituencies which were not able to do so in time. Thank you, Hon. Temporary Deputy Chairman for giving me an opportunity. Whereas I am supporting the amendment by the Chair, I am concerned because there are too many toll stations being erected by county governments. Are they affected by this arrangement? If yes, are we not causing confusion in the system? That is why we need clarity in terms of definition. We need to know which toll stations are being affected. We know definition is everything in law.
