Thank you, Hon. Speaker for the opportunity to put in my word concerning the Petition. It is true as the Member has said that some parts of this country are hurting; we are not able to move our product from the farm to the market. That is because of the bad roads. We appreciate that His Excellency President Uhuru Kenyatta and his deputy have committed to ensuring that we have good roads in the country. But, we ask them to make it proportional. If they are giving 20 kilometres per constituency, let it be that. There are cases where they ...

I hear you, Hon. Speaker. I am guided accordingly. My neighbour here is reminding me that.

All the roads in Kenya need help. We need to find a more amicable way so that all of us get a fair share of the cake of infrastructure. I support.

Hon. Temporary Deputy Speaker, thank you for the opportunity. At the outset, I support this Bill for many good reasons. If you look at our calendar, traditions, culture and values as Kenyans, you will agree with all of us that most of our social activities are done around December. If you go to my village and many parts of Kenya where we conduct circumcision, we do it in the month of December because it is naturally a convenient date for everybody. Laws are made based on the culture, values and practices of the people. We do most of our major ...

Bill for the good of the country. I think it is going to make a huge difference for this country because December is the most natural convenient date. I want to take this opportunity to thank my brother Chris Wamalwa for once again doing Kenya proud by coming up with this amendment. I know he has done some research and it is meant to make our country a better place and a more cohesive society to live in because of the convenience of the date that we are changing to December. Thank you, Hon. Temporary Deputy Speaker, for the opportunity.

Hon. Temporary Deputy Speaker, I wanted to speak to the Motion on Foreign Affairs. However, I want to support the amendment to the Bill of the urban development because the timing is good and we need to do that for the purposes of ensuring that there is conformity with the changes to our Constitution and the changes in the country so that we do not duplicate efforts. There have been movements of people from the rural set up to urban centers. With the county governments now, we have seen the former municipal councils being upgraded. They are headquarters of the county government and that has a positive impact to our economy. However, there are things we must address as House. The first one is corruption. When we were devolving functions we might have forgotten and devolved corruption. There has been rampant corruption at the county level. People who have been employed are driving very big cars and own massive properties worth millions of shillings within a short ...

We also need to come up with some provision where Kenyans and our learning institutions will inculcate values in our people and our youth. It should not just be to look at employment as the only source of income, but to appreciate that you can also make money by being a business person. We need to help them appreciate that people who have money in this world sometimes are not employed but are businessmen and women. That needs to be passed on at a very young age so that our people grow knowing that employment is not the only panacea ...

Hon. Temporary Speaker, I am ably guided, but I was coming from the background of the fact that one has just been employed without engaging himself or herself in any other extra business other than the income that they are getting in terms of wages and yet they get some abnormal wealth. But if you can justify and explain yourself, that you are moonlighting for lack of a better word, then that makes sense. Where there is no any other source of income known, then there is a query to ask how that is possible because wealth is created over ...
