We need to harmonise them with the changes in the Constitution because most of the functions of the health sector have been devolved yet we have not prepared our laws to conform to the changes of the county functions. Successful countries in the world have succeeded by addressing the issue of health comprehensively. We cannot do it piecemeal the way we are doing it and expect to achieve a lot. It is about health centres which were constructed by the National Government- Constituencies Development Fund (NG-CDF). Most of the health centres we constructed under that Fund are now ghost buildings. They are not utilised at the moment. Most of them have been abandoned by the counties. They are saying it was not their function and that they are not their brainchild. It is founded on the grounds that the banks have suffered a lot in the past. We have a history of banks which have closed down and in the process people have lost a lot of money. We should cascade it in such a way that it graduates from one point to the next one, so that we safeguard the investment of Kenyans who invests in the bank in the faith that it is strong enough to keep their wealth. From the outset, I support the Petition which has been brought forth by my neighbour, Hon. Obiri. The people on the ground have suffered heavily. We have had a chance to witness and Hon. Obiri is on record trying to resolve the issue in a more amicable way.
