I support the amendment, though it would be nice to have more information on the intent of the changes. However, we can do with it as it is.

Thank you, Hon. Deputy Speaker, for the opportunity to speak to this Motion. This is a Motion whose timing could never have been better. We all live in this world and we know the challenges we are facing as a country and the challenges the world is facing due to changes in climate. As a country, we can only count ourselves among the very lucky people, considering the gift of one of our colleagues, Hon. Ottichilo, who is one of the most renowned persons in the area of climate change and the environment. He is a man who commands a ...

Hon. Deputy Speaker, I was only laying the preamble of what I am about to say. I know Dr. Chris has challenges when he meets very intelligent people, like Dr. Ottichilo, challenging his wisdom. He does not feel very comfortable. Hon. Ottichilo is a governor in the making. He is a very serious person. As I said, when I was growing up, we had good climate and water everywhere. Today, a region such as Kisii which was known for water and was called “God’s bathroom”, has challenges of water. It is all because we have not managed our environment very ...

Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to also congratulate the Presidential Address on the State of the Nation, which aspires to unite Kenyans. One of the contributions that a leader can make to mankind is to inspire people below him to achieve their full potential. The President, in his address went to the highest level in trying to help Kenyans achieve their full potential by way of the national covenant. The President has lived in this country. He knows our challenges. He does not require lectures from us to know what he needs to do. ...

national school – it will be good. The grading in all categories of schools is the same and students will be considered in the same way. The electrification programme has been expanded. Our schools now have electricity – something they never used to have. As a Member of the Departmental Committee on Energy, Communication and Information, I know how much the Government has invested in electricity. With those remarks, I beg to support.

Thank you, Hon. Deputy Speaker for the opportunity to speak on this good Bill that is meant to make a difference on how we manage our finances in our country. At the end of the day, we do not remember how we used the money, but how we misused the money that we borrowed from banks. Having been in the bank for most part of my working life, I will tell you from experience that one of the challenges we have as a country is that we have not inculcated a culture of finance management in our people. People do ...

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to support this Motion which has been brought in by a very able leader, Hon. Wanga. Cancer is a major killer in this country today. It is not just cancer alone, but even kidney treatment. We need to get a way of managing it at the local level. The trend has been that every patient who has cancer, going to India has become almost normal. We know that people who go to India, most of the times, do not come back alive. So, we are supporting the idea of ...

Thank you, Hon. Temporary Deputy Chairlady for giving me the opportunity to speak to this Bill. From the outset, I appreciate the initiative, but I oppose the proposed amendment by Hon. (Dr.) Pukose. All of us have a role to protect our country by keeping it safe for the next generations. We should ensure that there is Kenya after our leadership. We should not set precedent where people who want to grab land easily will move into forests, stay there for a little while and 10 years down the line, they say that they are landless and need to be ...

My good friend, Hon. (Dr.) Pukose, the surgeon, has good intentions for the country. He means well and cares for his people. It is nothing personal, but we will not do this because of him. We want to avoid a situation where we will set precedent where we will encounter a similar challenge in future that if I want to settle people, I will just look for an exit and apologise thereafter. We have had cases where land has been abused. The county governments are now allocating gazetted land to the so-called investors, but in actual sense, they are not ...
