I support this Bill because it is good, but we need, as a country, at the outset, to look back and say we need to develop every part of Kenya. This will ensure that when these opportunities come up we are not held back and say we are not prepared in terms of skills and expertise to undertake those assignments. That is why wisdom demands and I dare say that we are all encouraged to prepare for an opportunity that never comes than to get one and we are not prepared. Is it in order for the Member of Parliament to mislead the House and say that “Kijana Wamalwa” is the Mover of the Motion? We all know that “Kijana Wamalwa” was one of the greatest sons of the country. He has passed on.
