  • 7 Oct 2015 in National Assembly: Thank you, Hon. Deputy Speaker for this opportunity to also contribute on this concern for Parliament. One of the functions of this House is to ensure that the Government runs and runs smoothly, but we have noticed that Parliament cannot access electricity. This does not happen in a normal running company. Even in my home, that does not happen. Electricity is never disconnected for lack of payment. My only concern is: Is it lack of planning on our part as the Budget and Appropriations Committee in Parliament? Is it lack of doing things in good time? Is it that we ... view
  • 7 Oct 2015 in National Assembly: When I go to the constituency, my constituents are asking for development money. I do not have the money from Constituencies Development Fund (CDF). When I go to CDF, they say they have not received money from Treasury. What is it we are meant to do? We are hoping that the Cabinet Secretary (CS) for the National Treasury will be able to explain why this is happening when he comes before us tomorrow because it is hurting Kenyans. If we get to a level where we cannot even service our debts, the Government is going to pay a lot of ... view
  • 6 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity to speak on this Bill, which has good intentions of making Kenya a better place to live in. We all know that in the absence of law confusion sets in. This Bill is trying to address that concern. We do not want to live in a vacuum where confusion is the order of the day, and where everybody’s business becomes nobody’s business. This Bill will address many of those concerns. Hon. Temporary Deputy Speaker, I want to take this opportunity to thank your office for giving me the opportunity to speak ... view
  • 6 Oct 2015 in National Assembly: Hon. Temporary Deputy Speaker, this Bill will also address the dissemination of services to the farthest parts of Kenya. There are many parts of Kenya where courts and court services are not accessible. I think having this Bill in place will help people access courts where their concerns and issues of law will be handled in a more civilized way. The other day, I saw a video clip where a magistrate was conducting a court session under a tree. For once, I thought about the safety of that magistrate. What would happen if the family members of the aggrieved party ... view
  • 6 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am properly guided. I am only trying to draw parallels with the best practices we can learn from our neighbours, and I am sure this will be one. It is something that our neighbours and, of course, us as a country, will learn from as we export the knowledge to our neighbours for the goodness of the society; the world has become a global village. What happens in America and other parts of the world directly affects all of us; therefore, we should be aware of what is happening in our neighbourhood, so ... view
  • 6 Oct 2015 in National Assembly: Hon. Temporary Deputy Speaker, having said that I support this Bill. It is a Bill which is going to help Kenyans address their concerns in a more civilised way for the good of this country and the world. Even foreign investors who want to invest in Kenya are not afraid of putting their resources here because they understand our legal system. • 6 Oct 2015 in National Assembly: works and we know the timeframe it is going to take any investor, I will tell you, as a banker and a former investment manager that, that in itself will be a major attraction to foreign investment that all of us are looking for to address the unemployment issues among the youth. This cannot be done by the Government alone; we need the private sector to participate. For the private sector to do that, they really need a conducive environment. view
  • 6 Oct 2015 in National Assembly: A conducive environment for the private sector is how the judicial system in a country like Kenya works. If it works well, then they are willing to put in their money, knowing that in the event of a challenge they have a fall back plan, which is the law. That is the only way to address the concerns about commercial and social conflicts, or whichever nature of conflicts that there will be. This Bill will address them. This Bill will empower Magistrates’ Courts to expand their jurisdiction, so that they can handle more sophisticated cases, and we will not end ... view
  • 6 Oct 2015 in National Assembly: With those many words, Hon. Temporary Deputy Speaker, once again thanks for the support your office gave me to address the concerns of a friend, Bosco, who has been in Tanzanian jails for a long time without a fair trial. Thank you. view
  • 30 Sep 2015 in National Assembly: Hon. Temporary Deputy Speaker, thank you for the opportunity to also contribute to this good Bill. On the outset, I want to thank the Hon. Member for a job well done. This is a group of Kenyans who are professional and we have ignored them for so many years. If you look at developed economies like America and Britain, only 20 per cent of the population goes through universities. So how can a country such as ours which is poorer ignore such a huge The electronic version of the Official Hansard Report is for information purposesonly. A certified version of ... view
