Just for purposes of record, engineering technology is an arm of engineering profession that uses mathematics and natural science gained by way of higher education, experience and practice. The energy and knowledge is devoted to advance the benefits of human needs and that is what engineers are doing. The difference between them and engineers is that engineers sit in the office and assign them field work. Hardly will you get an engineer doing wiring in your house. Most of the times you will get a technologist doing what an engineer has designed and it works for Kenyans.

The requirement world over is that a technology which touches on people’s lives must be regulated because it touches on the safety and health of humanity. It touches on the public and it is only fair that this profession is controlled through an Act of Parliament. That is the practice the world over. When that is done, we are going to achieve several things. First, we will ensure that there is discipline in the industry and that the people who are going to be under this body will be answerable to the body’s acts and regulations. That way, we will ...

Secondly, this will support the Government to achieve its Vision 2030. How are we going to achieve this vision if 90 per cent of our population is ignored? This is 90 per cent of the population that we depend on yet we ignore it. It may even be 99 per cent because my little knowledge of statistics could be wrong but it says that we only have 1 per of engineers in Kenya. Of the population of Kenya, not even 1 per cent is engineers. How can a small percentage be depended upon by everybody else in the country to ...

Thank you, Hon. Temporary Deputy Chairman. I have been quietly consulting the Chairman here to help me understand the provisions in Clause 22, sub-clause 2(c) on contracts for technical consultants, observers, advisers, researchers and other personnel, activities or operational issues. If you look at the (b) part of it, it talks of remuneration of staff and workers in the Service. As a country, we are struggling to reduce the wage bill. Why would we then provide in law that this body can hire services that are not necessarily technical when the staff can be used The electronic version of the ...

for the same purpose? What is the value addition of having this in law when it can be managed at the local level? That opens up an avenue of corruption. I may need more guidance on why this must be put in black and white.

already anticipating the monies falling short of their targets. I would be more comfortable if we had a provision where instead of supplementary we ask the body to source money from donors. There is a lot of interest in this industry. Many people out there are willing to invest a lot of their money in research with a view to coming up with new ways of doing things. I would want us to kill the culture of depending on the Government. We need the managers who are going to be in charge of this body to come up with more ...

Thank you, Hon. Temporary Deputy Chairman. I stand to support this proposed amendment. However, I have a proposal that we should also make it mandatory for all students who have applied for loans to qualify. This is because for you to apply for a loan you clearly must be needy. This idea of a student qualifying because he or she is from a poor family should not be the concern of the Board. My proposal is that everybody who has applied should be given a loan. The fact that you have applied is a clear indication that you are in ...

Thank you, Hon. Temporary Deputy Chairlady. I am persuaded with the argument from Hon. Nassir that if we are meant to support the small businesses, which is our core function here, we have to give them incentives to ensure that they are going to thrive against the so-called foreign companies. If you look at the provision in that clause, we are actually killing the small businessman in many ways. If the Kenya Revenue Authority (KRA) has been able to recognise a small The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report ...
