  • 18 Mar 2015 in National Assembly: It is important that we have somebody who appreciates and supports that strategy. Again, it is important for the nominee of the ambassadorial post to Somalia to not just give us good stories; that he is willing to move to Somalia, and that he will be stationed there. That alone will not help. He can be stationed in Somalia and sleep in a hotel the whole day without doing anything. My good friend, the Chairman of the Committee, who is sitting in front of me, being a good manager, knows that that which cannot be measured cannot be rewarded. You ... view
  • 18 Mar 2015 in National Assembly: Therefore, that should not be the way to go because that arrangement failed in the past. We need somebody who is going to be stationed in Somalia permanently – somebody who has passion for the country, and not somebody who is looking for an opportunity to work. In the past, we have seen people who were appointed simply because they wanted to earn a living. view
  • 18 Mar 2015 in National Assembly: As I conclude, allow me to also bring to your attention the fact that appointments of ambassadors do not seem to have the face of Kenya. We have several ambassadors from my village who are very young. An example is Kenya’s Ambassador to Germany, The electronic version of the Official Hansard Report is for information purposesonly. It is the only way of ensuring that peace prevails in this country because people will not feel marginalized. Sometimes people feel that they do not have because other people ... view
  • 11 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support the Motion. Few of my reasons for supporting the Motion have been said by my colleagues who have spoken ahead of me. However, I will hasten to add a few more which have not been said. In management, we say that “that which cannot be measured cannot be rewarded”. Therefore, we have to get a system of rewarding the principals who have done well. One such way of doing it is to ensure that ranking has been done and done well. I propose that going forward we should also introduce ... view

  • 10 Mar 2015 in National Assembly: Thank you, hon. Deputy Speaker. Is it in order for the hon. Member to tell us that the Kshs3 billion allocated is going to a good course when we know for sure that it is skewed to favour the Budget and Appropriation Committee members alone? How do you choose which constituency to visit yet we have 290 constituencies in this country? I am on a point of order, hon. Deputy Speaker. view
  • 3 Mar 2015 in National Assembly: Thank you, hon. Speaker. I am also rising on Standing Order No. 227, just to follow up on a petition that we raised concerning the funding of local universities. That is the formula being used to determine the money which goes to the universities because the--- view
