Thank you, Hon. Speaker. I am coming in to endorse this Petition. The suggestion I would like to make is that this is a matter that affects a large population in this country. I would want to suggest that the Departmental Committee on Labour and Social Welfare and, indeed, as somebody has suggested, the Ministry of Labour, Social Security and Services to look into this issue. A time has come when we need to look at the labour laws in this country comprehensively. Let us look at what has been happening in the past and where we are right now. If possible, we need to link this observation to the fact that there are Kenyans who now get jobs outside the country so that we can come up with a comprehensive labour law which deals with all those outstanding issues. Hon. Temporary Deputy Speaker, my colleagues have been debating this matter. The land question is an important matter to all Kenyans and has been a very emotive issue. We have to be very careful what to do with this Bill. The truth and the reality is that this Bill has very interesting proposals. It proposes to amend the NLC Act. owner of a piece of land, do not have a title deed, and they have a fake title deed, they will be given the right to own that land. There is nothing a vulnerable poor Kenyan can do. I feel that the NLC should not be emasculated. We should enhance the powers of the Commission, so that it can make decisions without undue influence from anybody and make sure that the land question in Kenya is addressed to finality. Hon. Speaker, as the House is aware, as a signatory to the Comprehensive Nuclear Test-Ban Treaty (CNTBT), Kenya is deeply concerned by the news that the Democratic Republic of Korea carried out nuclear tests on 6th January, 2016. If this claim is confirmed, a fourth nuclear test would be a drastic violation of the UN Security Council Resolutions 1718, 2006, 1874, 2009, 2087, 2013. The safeguards of the agreement, which exists within the International Atomic Energy Agency, would be violated.

Such provocative act will invariably lead to further tensions in the region and seriously hamper efforts to find a solution to the nuclear problem on the Korean Peninsula. The tests have been threatening international peace and security. Kenya, therefore, calls on all states to refrain from conducting nuclear tests and urges all that have not yet signed the Comprehensive Nuclear Test-Ban Treaty to sign it as soon as possible. Secondly, regarding any changes or inhibitions he may have about the Report, he would have done a minority report, which then would have come in with the amendments or any other issues which he wanted to raise.
