Shaban in order to raise the threshold in terms of who should bear maximum responsibility when it comes to procurement process? The person who signs any legal document takes maximum responsibility. Junior officers or any other individual who may have participated in the process is literally inconsequential. The highest threshold falls directly on the person who signs the document. Duale said from the perspective that even when political parties may make decisions about whether they are going to allow certain Members to be members of committees or not, democracy allows that the reason why they were removed from the committee be given. In the Third Session I remember I was unceremoniously removed from the Budget and Appropriations Committee without any reason or recourse and I frequently raised that issue. Without anticipating debate, I thought I needed your guidance on a matter that has been worrying many of us pertaining to the vetting that is taking place. If you read the newspapers this morning, one of our colleagues Hon. Kazungu was actually--- The Ethics and Anti-Corruption Commissioners sent people to his offices in Kilifi. They came up with allegations that the Hon. Member had actually misappropriated over Kshs52 million. The reason I was trying to raise a point of order was that the Chairman, a man whom many of us respect highly, had actually decided to mention a matter which affects a colleague in this House. Since the case is in court, that would have been sub judice . I was trying to caution the Chairman that he should have left out that because the case is in court.   • 10 Nov 2015 in National Assembly: I know the Government is now using X-Ray machines at the Port of Mombasa, there is a tracking system. Maybe there is a possibility we do not need the weighbridges at all. That is something we will have to look at when we start debating the matter. view

Amina has tabled in this House, it is important for Committees in this House to realise that the responsibility that is bestowed upon us is weighty. If a Committee works very well, we will resolve some of the issues that are constantly in our country. Instead of some of these matters becoming litigious and being rushed to court or creating discontent, the Departmental Committees of Parliament should sort out some of these issues. Thank you, Hon.
