Hon. Deputy Speaker, First, I would like to thank all of you for allowing me to say one or two things about this list. I want to mention that the reason why the names of Kitutu Chache South Constituency have been brought to the Floor of the House this late is because, as you are aware, I had to go for a by-election which was delayed because we lost one of the candidates, the Jubilee candidate who died. Therefore, as a result, the elections were postponed and they took place in November, 2017. Two, I wanted to also respond in ...

I also wanted to say that the individuals that we have put on this list are people of integrity and credibility. I have worked with them for the last 10 years. I can for sure tell you that the performance of Kitutu Chache South Constituency NG-CDF is actually what made the people of my constituency vote for me. We have done well. I believe that NG-CDF is a wonderful fund and that we must jealously protect it in this House. I believe that Members of Parliament will make sure that their funds work well and ensure that we deliver to ...

Thank you, Hon. Speaker. As a member of the Departmental Committee on Defence and Foreign Relations, I will hold brief for the Chairman. I undertake to deliver the message to him as soon as possible. So, most likely, tomorrow he will be in the House and he should articulate the position of that petition. However, we discussed the matter and I think the report is being compiled.

Thank you, Hon. Speaker. Hon. Ngeno, with due respect, knows that he is my friend and colleague. These regulations have been brought at this time for the simple reason that the Elections Laws Act was recently amended in this House. As a result of the tight timelines, we are left with no time other than now to approve these regulations. Secondly, if these regulations are not passed by this House now, we will have many people filing petitions with the elections courts, arguing that even as at the time when the elections were taking place we did not have a ...

Hon. Speaker, I was not intending to contribute to the amendment. I only wanted to say that there could be certain outstanding issues with regard to the rules which have been brought to this House. I want to agree with my brother, Ababu Namwamba because if you look at the draft report, you will find that it was adopted unanimously. We need to be a little bit more cautious even when there are outstanding issues. We should consult with the Chairman of the Committee, who is a very good friend of ours. We need to ensure that these rules and ...

Hon. Speaker, it is a great honour for you to allow me to say a few words. Mr. Bundi is somebody I have a very soft spot for, for a reason. In 1991, my father was working in this building as a Member of Parliament for Kitutu Chache Constituency. At that time, my father had been put in jail. Some people say it was because of political reasons. I have great respect for Mr. Bundi because when we were trying to raise money for my father‘s bond, Mr. Bundi was amongst the very few Government officers who raised money for ...
