We have rivers and dams which can be well developed for people to do fish farming. This is a very lucrative business where I come from in Gichugu. People are developing dams and after using their money, resources, energy and time, they find very cheap fish coming from outside, which we do not know how it was reared. The other thing is the adherence to Section 24 of the Political Parties Act which requires that 0.3 per cent of the national Government revenue be shared amongst the political parties after meeting the threshold. I believe instead of wasting government money by political parties tribunal going to court to defend what is already in law as it was witnessed previously, it should comply right from the word go. Looking at the Report which I have gone through, it seems to give the Registrar of Political Parties a clean bill of health. But, at the same time and it was indicated by my colleague, Hon. Member for Kiharu, if money has already been disbursed to political parties in the tune of hundreds of millions, it would be prudent that people who have already contributed indirectly by putting leadership of the political party in that office for us to be able to enjoy… That kind of an allocation should also give the contributors a breathing space so that they can ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support. One of the issues coming out very clearly in this Bill shows there will be a clear distinction between the SACCOs that are under the ambit and jurisdiction of SASRA and other SACCOs that will just be governed by the Ministry of Industry, Trade and Cooperatives under the Department of Cooperatives. In this case, SASRA will be able to regulate SACCOs that have been depriving members of their hard earned savings. We have seen in the media SACCOs that I may not have to mention their names here. This Bill also seeks to enhance the issue of accountability. Now SASRA will be able to come in and put sanctions to SACCOs that fall under DT SACCOs and be able to guide them in the matter of ICT. It will also make sure that information will be shared online through SASRA so that someone who may have taken money from a certain SACCO and has not paid will not be able to run to another SACCO and get money. That action will protect the SACCOs from losing money. With those few remarks, I beg to support this Bill.
