  • 29 Aug 2018 in National Assembly: The other reason I would like to support this Bill is because it has also, as has been indicated by the Chair of the Departmental Committee on Justice and Legal Affairs, won the support of the majority of Kenyans. It has already met the threshold in the Constitution of having gone through public participation. That has been done. If Kenyans have agreed, who are we as a House to refuse to agree with what they want? I have gone through my constituency. I was seeking their opinion on this Bill. A majority of them are agreeing with the amendment. If ... view
  • 29 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support. Hon. Wamalwa, you should not be intimidated by anyone. I also urge the House and Members to come in large numbers when we will be passing this. That is so that we can meet four out of five per cent of the Members that are required to pass this Bill. I support in entirety. view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Agriculture is the key to food security in this country. It is one of the drivers of the Big Four priority areas of this Government. I want to urge the Ministry of Agriculture to allocate irrigation more funds going forward than the amount allocated to water storage and flood control. We know irrigation is an area which ensures there is enough food in this country. I hope the Kshs.10 billion allocated for water storage and flood control will be utilised in the hilly areas like Kirinyaga because we have many gullies and floods occur ... view
  • 13 Jun 2018 in National Assembly: I support the Vote but in future I wish irrigation would be allocated more money and less to water storage and flood control. Thank you. view
  • 13 Jun 2018 in National Assembly: I also support this allocation. It is crucial at this time that the country is in the spirit of fighting corruption and more so in increasing the capacity for this agency. So, I support and the agency should also be spread to the county level. view
  • 29 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to respond on the issues that have been raised on the constitutionality of this Motion. Firstly, Article 37 does not indicate the areas or the limit of picketing and demonstration. Article 24 of the Constitution talks about the limitation of the right itself and not the area where one can demonstrate or picket. My colleague and Member for Mathare is also economical with the truth because he conveniently avoided Article 25 of the Constitution, which specifically says which rights and freedoms cannot be limited. Article 25 of the Constitution says: The electronic ... view
  • 29 Mar 2018 in National Assembly: “Despite any other provision in this Constitution, the following rights and fundamental freedoms shall not be limited” view
  • 29 Mar 2018 in National Assembly: The Constitution is very clear. The only rights that cannot be limited are: “(a) freedom from torture and cruel, inhuman or degrading treatment or punishment; (b) freedom from slavery or servitude; (c) the right to a fair trial; and (d) the right to an order of habeas corpus .” view
  • 29 Mar 2018 in National Assembly: So, it means that the same Constitution, which is also the supreme law, limits the other rights under Article 37. This Motion is in a proper place in this House because this right can be limited by the same Constitution. If you look at Article 39 of the Constitution, it is also a freedom under the Constitution and if a person also has a right and a freedom of movement, it means that that right also has to be protected under the Constitution. One of the areas that this Motion tries to bring out is that my right as a ... view
