The other area that the Special Funds Accounts Committee and the NG-CDF Committee should look at – one committee is overseeing the other but they should also be working together – is distribution of the NG-CDF money to the constituencies. I was just giving a background on the responsibility of every entity that is developing, but I am also saying that LDKL had a responsibility for the entire country irrespective of the next person who was developing for residential, industrial or not developing at all. there was nothing that the people were supposed to benefit in terms of making remedies and things that are supposed to be done by the developer. After doing another independent report, it was proved that there could be mosquitoes, water seepages, water clogging and many other effects. As I conclude, I wish to support this Report. This Bill comes at the right time in realignment of the county governments with the Constitution. The county governments have devolved both monies and human resource. Looking at the Medical Practitioners and Dentists Act, the amendments sought, which the Committee has approved, seek to protect professionals and the public from illegal practitioners in this area. As we talk about matters of health, we have seen people masquerade as professionals in the health areas. Just like other professions, they should tighten their knots in order to protect the public. This will give practitioners in the health field dignity and space to work without people tarnishing their names by practising in areas and on matters they are not competent in.
