Thank you, Hon. Speaker. This is about the fund we passed in the Public Finance Management (PFM) Act. My observation as I appreciate the response by the Chair, is that the regulations need to be hastened. Before implementation the regulations have to be in place, so they can show us how this money will be shared downwards. Speaker, I beg to ask the Cabinet Secretary of Health the following Question: (i) Could the Cabinet Secretary provide a list of nurses who were deployed and seconded to work in the Republic of Namibia and those whose contracts have expired and are out of employment and are yet to be reinstated as directed by the President? (ii) Could the Cabinet Secretary explain why the said nurses were not receiving their salaries and allowances despite having been seconded by the Government of Kenya? (iii) What steps is the Ministry taking for their immediate reinstatement?

Thank you, Hon. Temporary Deputy Chairlady. I wish to point out a few issues on Clause 3. The first one, of course, it is important to note the language used when we are making law. In Clause 3(1), it is said: “… the employee shall be entitle to…” It should be “entitled to.” I do not know whether he can correct it because it is misplaced.

It is not right for someone to correct it here if the Mover says: “As per the Order Paper.” The other one is in Clause 3(b). I have concerns because it says: “An employee who is eligible for leave under Subsection (3a) shall give the employer not less than seven days’ written notice in advance...” It then goes further to say: “or a shorter period as it may be reasonable in the circumstances”.
