Special Funds Accounts Committee generally has been doing great work from its inception. Recently, we had the occasion to listen to them present three years audited financial statements of NG-CDF of all the constituencies within the county of Nairobi and they are quite a lot. I think this Committee is really working very hard. It is second only to the Committee on Delegated Legislation that I sit in, which the Speaker himself said is the best Committee. an election. We are facing a situation where we went into a coalition called NASA. In the NASA coalition, there is ODM, WDM – K, ANC and FORD – K. In the sharing of those monies, we must realise that in the process of going into a coalition, some parties sacrificed the position of President. The presidency was given to ODM. The minute you say that the deputy governor will continue the rest of the term if the governor dies or is incapacitated in any way, it puts all 47 governors in grave danger. Thank you. So, the issue of having a deputy speaker in law is critical. In the absence of the speaker, the deputy takes over. We have also provided for what happens when both of them are not there. We have also put sanity in the removal of the speaker. A colleague has just said that if you make it very easy then it will be abused. and he did not buy it. It becomes clearer that you cannot just go out and impeach him because there must be proper grounds. This law has actually given us proper grounds. Finally, on the issue of recruitment of county secretaries, members of the board, county service boards, there has been a lot of abuse from 2013 where governors recruit their cronies, friends and girlfriends. County, our governor created positions that do not exist. He actually came up with water boards which are a violation of the law and the water boards that are known nationally told him off about it. In those boards, he just put all those people who vied in his party - Maendeleo Chapchap - as members of the board to run affairs of water in the county.
