  • 21 Mar 2018 in National Assembly: Globalisation has generally led to a lot of development and we all understand that Information and Communication Technologies (ICT) play a very key role in it. It is growing faster than a lot of the users can understand how to interpret and use it. That is why you find a lot of times we have mobile phones and we do not know how to use most of their features. Our smart phones have many Applications (Apps) which we do not even know how to use. Basically, it is growing too fast and some unscrupulous people have taken advantage of the ... view
  • 21 Mar 2018 in National Assembly: I will only talk about the offences that I have seen in this Bill. I have listened to a colleague who has said that he feels that the penalties are extremely high. Maybe we can increase them if possible because these are issues which are affecting many people and in very nasty ways. Clause 4 is an offence on unauthorised access. Looking at it, in the last elections, the Chairman of the Independent Electoral and Boundaries Commission (IEBC), Wafula Chebukati, stated that his password was used. Therefore, there were people who had unauthorised access to the servers. Because of that, ... view
  • 21 Mar 2018 in National Assembly: It is important that as Members of this House we deal with these issues. I have seen photographs on social media depicting Members and leaders negatively. Many times, these are photo shopped and are not realistic. People are photographed in compromising situations, but then they change the face to look like it belongs to someone that the public recognises. We must put a stop to this and I think this Bill will go a long way in helping us to do that. Clause 15 talks about computer fraud. I have been a victim of this because our mobile service providers ... view

  • 26 Sep 2017 in National Assembly: Thank you, Hon. Speaker. This is a debate on a Motion of national importance as articulated by the Leader of the Majority Party on the outcome of the 2017 presidential election, which we all know was highly contested and whose results we believe are still hidden in those servers that the IEBC refused to open. The purpose of today’s meeting was to give direction to our people and to probably speak a little bit of unity. I have listened to a lot of contributions by Members and I think, especially with regard to the new Members, they think they must ... view

  • 26 Sep 2017 in National Assembly: Thank you, Hon. Speaker. You will add me two minutes. Historically, we know that Kenyan elections have always been rigged. In fact, from time immemorial, we have always had that problem. I remember my grandfather was a Member of this House in the late 1990s and during that period, the KANU Government came up with various systems of voting, including queueing. I remember when we were looking at the votes cast that time, we would open a ballot box and find that votes were tied using a rubber band, the way money is tied in banks. It was incredible. In ... view
  • 26 Sep 2017 in National Assembly: a peaceful demonstration and half of the City of Nairobi was shut down. No one could access it. It is important that we address these issues together in this House so that by the time we go to our people out there, we can give them direction. Unfortunately, if I am from NASA, I am supposed to support everything that is NASA and if you are from Jubilee, you are supposed to support everything from Jubilee. Why then are you supporting the IEBC yet you all heard the Supreme Court ruling that stated that the IEBC was wrong in the ... view
