  • 25 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the appointment of the Chief Executive Officer of that hospital is a matter that was referred to the Committee on 19th May, 2011, when the Member for Mosop, hon. Koech, sought a Ministerial Statement from the Minister for Medical Services regarding the removal of the Chief Executive Officer of (CEO) of Moi Teaching and Referral Hospital and the process of replacement. Even though the response to the Statement was due the following week, the response was made by the Minister on 7th June, 2011. The House was not satisfied with the Minister’s response and the ... view
  • 25 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, allow me to observe that reading from the direction given by the Chair and the substance of the Question, the Committee was of the view that the task ahead of them was not one of determining the suitability, merit or otherwise of the candidates of the applicants for the job, but that of inquiring into the appropriateness and totality of the process followed in the appointment. With that in mind, therefore, the Committee immediately embarked on the inquiry and heard the evidence from the Member for Mosop who had sought the Ministerial Statement, the Board ... view
  • 25 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Committee was guided by the law that constitutes State corporations and also Legal Notice No.78 that constituted the Moi Teaching and Referral Hospital. We took evidence from the various institutions that I have mentioned, starting with hon. Koech and the Chair of the Board. The Committee, on taking evidence from the Chair of Moi Teaching and Referral Hospital, was able to realize that there was – and I want to mention this clearly – a flaw. The legal notice creating Moi Teaching and Referral Hospital was flawed. The process of appointment of the CEO ... view
  • 25 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on listening and taking evidence, the Board informed the Committee that the advertisement for that position initially had an age limit of 45 to 55 years for any candidate who was qualified to take that position. The first advertisement that was meant for the public in the following paper was changed and the age limit withdrawn. That was an indication that the Board had already started shifting goal posts and gave the Committee an impression that the change in the age limit in the advertisement for that position was a manipulation of the advertisement to ... view
  • 24 Aug 2011 in National Assembly: Mr. Speaker, Sir, you have heard the Assistant Minister talk about the deceased screaming from the cells; he has already indicated that this victim was beaten by other inmates. Could the Assistant Minister inform the House what the relationship was between the screaming from the cells, going to Kiambu District Hospital and finally dying of leukemia with perforated intestines? How does one “marry” those aspects, so that finally a person dies of only perforated intestines? There were issues from the time when he was arrested! view
  • 10 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the programmes that the Minister has talked about have been going on since 2003. However, they have not been able to address the unemployment problem in this country. The numbers are still swelling. What are the alternative programmes that you are adding to alleviate unemployment among the youth? We want to see the numbers reducing instead of rising. view
  • 10 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. The matter the Minister is issuing a Statement on is a matter that the Committee of Health which I chair has already got seized of and we have already held a number of meetings with some of his officers and the Efficiency Monitoring Unit (EMU). We are heading to a position where the Minster himself will appear before the committee. Would I be in order, therefore, to ask that the Ministerial Statement be deferred until the Minister appears before the Committee and we write a report that we will present to this ... view
  • 10 Aug 2011 in National Assembly: Mr. Speaker, Sir, when this matter was brought out by the media--- view
  • 10 Aug 2011 in National Assembly: Mr. Speaker, Sir, we are inquiring into what happens with the regulatory body; the Pharmacy and Poisons Board that allows the flow of unregistered drugs and counterfeits into the country and into the market, exposing Kenyans to unsafe drugs. This is what we are looking into. view
  • 10 Aug 2011 in National Assembly: Mr. Speaker, Sir, we have summoned some of his officers through his Ministry. Therefore, we expect that he should be aware of this. I am looking at a situation where the Minister could be pre-empting what we are headed to uncover. view
