  • 20 Apr 2011 in National Assembly: Mr. Speaker, Sir, I will go ahead as directed. The answer given by the Assistant Minister indicates that the Ministry advertises the scholarships in the print media. However, after going through the applications, it shows the Ministry is using given criteria to come up with the list of students who are eligible and qualify to benefit from these scholarships. Is he considering advertising the names of the beneficiaries who have qualified for scholarships in the print media, so that the public can know them and understand how this balancing was done? In this list, some people benefited from these scholarships ... view
  • 19 Apr 2011 in National Assembly: Mr. Speaker, Sir, the practice of municipalities and county councils employing and sacking people arbitrarily is common in many parts of the country, including Kisii County, where I come from. What is the Ministry doing, in terms of policy, to ensure that employment in local authorities is done according to regulations, and that there is no arbitrary sacking and re-employment of fresh workers afterwards? view
  • 13 Apr 2011 in National Assembly: asked the Minister for Higher Education, Science and Technology: (a) what the Government’s policy regarding allocation of international scholarships to interested Kenyans is; (b) if he could state how many scholarships have been awarded to students in local and overseas universities by the Government of Kenya, other governments and development partners in the last three years, indicating the respective disciplines of study and amount of money received by each student; and, (c) if he could also table a per-constituency list of the beneficiaries of the scholarships in all the 47 counties and clarify whether equity and regional balance was achieved. view
  • 13 Apr 2011 in National Assembly: Mr. Speaker, Sir, I thank you for that direction. The Assistant Minister says he has given us the breakdown of scholarships on province basis as previously practised. However, the answer I have here with me does not show that. I wanted that to be captured in the record of this House. However, part (b) of my Question requires him to state the number of scholarships awarded to students. This has not come out clearly. So, could he give us the number of scholarships given to students per province as he has indicated earlier? view
  • 13 Apr 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I seek your direction on this matter. Considering that the Assistant Minister has just laid on the Table part of the answer which has a long list that requires time for us, as a House, to go through, would I be in order to ask that the Question be deferred to give us time to understand the list, look at gender and regional balancing before we can interrogate the Question effectively and to the satisfaction of this House? view
  • 5 Apr 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. You have heard the Assistant Minister tell the House that the machine that we are talking about is not meant for cancer detection. He has also alluded to the fact that the machine is used on the alimentary system, the urinary system and the cardiovascular system. What is the machine used for, if it is not used to x-ray those areas? What would we be looking for? Is he not misleading the House? view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Members are consulting loudly. view
  • 5 Apr 2011 in National Assembly: asked the Minister for Industrialization whether he could apprise the House on the progress made in setting up industries for soapstone, sugar and bananas in Kisii County. view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I thank the Minister for the elaborate answer that he has given on the establishment of industries in the Kisii County, I would like to know from him whether there are any private investors who have shown interest in soapstones, bananas and sugar. When will the partnership with the Government in directing the local communities to invest in those industries start? view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister has talked about a document that is being developed by KIA. The document will advice or inform investors to go into the region to partner with the local people and the Government to set up these industries. When will that document be ready considering the fact that its writing started in 2008 but up to now, it is not ready? When will it be ready so that people can use it to improve the economy of the Kisii County? view
