  • 22 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. At the outset, I would like to oppose this Motion very strongly. We are approaching this problem from the wrong side. We cannot approach this issue from the victims’ side. We should tackle it from the cattle rustlers’ view. We cannot have criminals who are hurting people and destroying properties and they are not dealt with, yet we are here trying to compensate the victims. The Government cannot set up a special fund for compensating cattle rustling victims because that is tantamount to saying we have given up and ... view
  • 22 Jun 2016 in National Assembly: We need to develop and invest in that region. We should develop the infrastructure. We should also fight that old and backward culture. We should educate the youth and the public. Leaders from those regions should take the lead in saying no to cattle rustling. As it is now, they are not doing enough. Talking about the number of people who have been killed and those who have lost their properties is not enough. It is tantamount to killing those people in another way. We should set aside funds to develop the region to ensure that the youth have an ... view
  • 22 Jun 2016 in National Assembly: what you have already done. We should go that way. This Motion should be changed to be one that institutes tough measures against cattle rustlers, and not one that sets aside a fund for cattle rustling victims. This Motion indicates how hopeless we are when it comes to dealing with bad cultures in our society. I can equate it to the fight against corruption. We look at corruption and behave as if we cannot do anything about it. If we mean business, we can stop cattle rustling. Let us stop cattle rustling and corruption. Some people are caught and then ... view

  • 21 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I am totally opposed to this amendment. We cannot force people to elect somebody they do not want. If it was saying the parties have to have had women candidates, then that would be okay. When you talk about the ones who have been elected, then we have no control over that. This amendment is not constitutional. view
  • 24 Mar 2016 in National Assembly: Thank you, Hon Temporary Deputy Speaker for giving me the opportunity to support this important Bill. At the outset, in Kenya several years ago, we used to hear that projects could not be done and services could not be delivered because funds were not available. It used to be a common answer that they shall be done when funds are available. Now the funds are available and the services are not flowing. What is missing? Is it vision? Is it capacity? What is wrong? I think it is about time Kenyans stopped being suspicious of each other and engaged in ... view
  • 24 Mar 2016 in National Assembly: and a lot of funds are misappropriated. This cannot be allowed to continue since county governments and their units are our center of service delivery. I am grateful to see that there are additional grants going to counties particularly in respect to health. In the recent past, our health services have deteriorated so much that we have reached a state where people are worried about what they are going to do. The most important thing for us to do is to allocate funds, but more than that, to have those funds applied appropriately so that we can have personnel that ... view
  • 24 Mar 2016 in National Assembly: The issue of fiscal capacity and efficiency of county governments in collecting tax and accounting for it is quite urgent and important. We cannot continue to say that they have no capacity and are not prepared yet money is being collected. There is no county that is not charging some kind of taxation to some services yet these funds are not properly accounted for. So, the time has come for us to say every revenue that is collected either by the national Government or the county government must be properly accounted. We cannot allow people to collect taxes and use ... view
  • 17 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I want to support the Long Title which has been proposed by the Chair of the Committee. It tells what the Bill is about. Therefore, anyone looking at it can easily realise the broad coverage of the Bill. view
  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Chairman, I support the proposed amendment. view
