Hon. Temporary Deputy Speaker, I would like to support this Motion as amended. This Motion seeks to enable people living with disabilities to access the many places that they cannot access. It is a shame that, up to now, we have not become sensitive enough to make the necessary adjustments to buildings, public places and the transport system to enable people living with disabilities to access them. It is a shame that some storey buildings rendering public services do not have lifts and ramps. Some buildings render services from very high places, like the first, second and third floors. That ...

Each level of government must make sure that this particular Motion is implemented once it is passed. If it is not implemented, people living with disabilities will not benefit. They have been marginalised. This is the time for them to be considered. Money should be set aside for the necessary changes to be made.

Thank you, Hon. Temporary Deputy Speaker for giving me this great opportunity. I thank Hon. Chris for such a great opportunity to discuss this important Motion. I want to discuss five points. First, it is important for us today to devolve issuance of identity cards to counties. We are living in a digital era and it is very important and very easy to communicate information from the county to the national Government.

This is quite possible because we are now living in the digital era and it is possible to communicate information from counties to the national Government quite easily. For purposes of control, there is no issue. We shall be able to use digital systems to control the registration of those people. Secondly, when we deny people easy access to IDs, we are actually enhancing discrimination as far as accessing services and employment and doing business is concerned. We are making it impossible for people who have no IDs to do all these things. We are denying Kenyans their rights and marginalising them quietly. This has happened in the years that have passed. People cannot even go for recruitment because they do not have IDs, whereas we could easily give them IDs when they turn 18. We can even register them right in schools. What is wrong with that? Thank you, Temporary Deputy Chairman. At the outset, I oppose the Senate amendment. Any time somebody is in power, he or she thinks that the civil society is a nuisance. But once you are out of power, you will realize what an important role the civil society plays in bringing the desired change in this country. Therefore, the civil society cannot afford to be locked out in this Bill. The civil society plays a very important role in terms of creating awareness, funding and mobilising people into action.
