I rise to support the Report of the Committee in rejecting the nomination of Dr. Samuel Njuguna Kabue as a Commissioner to the KNHRC. The Committee has done a good job because, for once, they have not disputed the qualifications of Dr. Kabue. As far as his qualifications are concerned, they have not disapproved. The President might not have been informed that the nominee is not among the original eight persons whose names were forwarded to him for nomination. A shortcut was taken, which flawed the process. This House cannot rubberstamp a wrong that was done elsewhere. Hon. Speaker, as the Jubilee Coalition and because of our command of majority in the House, at times some people take us for granted. Indeed, we are talking of the Appropriation Accounts, other public accounts and the accounts for the funds of the Government of Kenya for the Financial Years 2010/2011, 2011/2012 and 2012/2013 which were laid in this House last year - 2nd December, 2014. If PAC can move with speed so that in every financial year we deal with the audited accounts of the last financial year, then our memory will be good. Wangamati for having worked very tirelessly to bring this Motion. When I met hon. Wangamati here in Parliament, I asked him whether he was the leader of the February Eighteenth Movement, FERA, and he told me that he was the one.
