19 Feb 2015 in National Assembly:
Thank you, hon. Temporary Deputy Speaker, for allowing me to contribute to this very important Bill. In the last financial years, many counties overspent in terms of giving out tenders. Some of them ...

19 Feb 2015 in National Assembly:
Hon. Temporary Deputy Speaker, the Transition Authority (TA) did not perform well in terms of guiding the counties on how they should do their procurement. This law has come a bit late and, therefore, it needs to be fast-tracked so that we can properly deal with the issue of procurement, both at the national and county levels.

significant amounts of money. This will not help our economy to grow as much as we wanted. Giving women and the youth small tenders like supplying stationary, cleaning of towns or offices as opposed to giving them the mega businesses is not good for our country.

19 Feb 2015 in National Assembly:
Under Clause 9(d), the proposed Public Procurement Regulatory Authority will undertake monitoring of classified procurement information, including that of security organs, and make recommendations to the Cabinet Secretary. You are monitoring classified procurement information and giving it to the Cabinet Secretary, who is answerable to the appointing authority, namely; the Executive. How do you expect such information to be used by the Cabinet Secretary to ensure that proper procurement procedures are followed? In the past, corruption thrived in Government because procurement was shrouded in secrecy. Corrupt officials would withhold information required by the Controller and Auditor-General on the basis that ...

Thank you, hon. Temporary Deputy Speaker for allowing me to contribute to this very important Motion in which we resolve that our country should stop investing in nuclear energy. Putting into consideration the efforts that have been put by the International Energy Atomic Agency in terms of making the world free of nuclear energy, it will be negative for us as a country to start now moving into that direction where we start investing in nuclear energy. As has been put clearly by the Member for Emuhaya, to invest in one nuclear plant, we need half a trillion shillings which ...
