When we cast aspersions on incompetence, this Commission was formed through negotiations and consultations between the former Prime Minister and the former President. Therefore, when you look at the Commissioners and talk of removing them, you should look at the areas where they come from. Mr. Isaac Hassan comes from Wajir, which gave ODM votes. The Vice- Chair, Lilian Mahiri-Saja is from Migori, which was predominantly won by the ODM. Deputy Speaker, about four weeks ago, I requested for a Statement from the Leader of the Majority Party on the issue of Chepchoina land, where GSU and Anti-Stock Theft Units are doing farming instead of taking care of the citizens. As we recruit the police now, I am afraid that some might be sent there to do farming. He had promised to bring an answer to this House in two weeks time. Could he give an indication when he will be ready with my answer? view

Musyimi, for having chaired that Mediation Committee and come up with these recommendations. My only challenge is; having discussed and approved the Division of Revenue Bill which was for the national Government and now we are allocating money from the national Government to the counties, how are we going to implement that which calls for him and the Treasury to bring the Supplementary Budget that can take care of that? • 23 Jul 2014 in National Assembly: several hospitals; Jaramogi Oginga Odinga Hospital, Kakamega Provincial General Hospital, Mombasa and others. What we found was that the conditional grant that was allocated to those facilities was never given to them and many other hospitals. Hon. Members have even talked about Kisii Level 5 hospital having three patients occupying one bed. You realize that in those hospitals, you have dedicated women and men who are working there as doctors, nurses and other paramedics. They are doing that under very difficult circumstances without financial backing; without equipment and without other resources. So, they cannot give good service to wananchi yet ... view

Temporary Deputy Speaker, I urge the Budget and Appropriations Committee and the National Treasury to make sure that the Kshs1.7 billion is delivered directly to those health facilities. This is because if you give it through the counties, chances are that these facilities will not be able to get that money. Therefore, we will still have the challenges. view
• 23 Jul 2014 in National Assembly: As we are aware, in the definition of “national referral hospitals”, there has been a misconception that it is only Kenyatta National Hospital and Moi Teaching and Referral Hospital (MTRH) that can be referral hospitals. All Level 4 hospitals are supposed to be national referral facilities. A referral facility is where you have a patient being referred from one facility to another. Most of the Level 5 hospitals are in the counties, which means that they are serving within the national level. They also serve more than one county. • 23 Jul 2014 in National Assembly: This House has a responsibility to make sure that these hospitals not only get conditional grants but they should in future get budgets like KNH and MTRH so that we take off the burden of the county government. We cannot just continue saying that the county government has to fund these facilities. view
