  • 18 Sep 2013 in National Assembly: The third and the final phase would involve setting up ICU units in the remaining county hospitals in over five years. The implementation phases I and II consist of six years scale up programme for ICU services in the county on a yearly basis from 2013 to 2019. I have a programme which the Members who are interested can look at. In terms of the human resource requirement for the proposed ICUs, multi-disciplinary teams of skilled health care providers are required to offer quality ICU services, and the minimum requirement for health care workers by each of the proposed units ... view
  • 17 Sep 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support the Motion because in this country, microfinance institutions have a role to play in alleviating poverty. As we all know, more than 50 per cent of Kenyans live below the poverty line. They live on less than a dollar a day. Therefore the areas of loaning, saving, insurance and training of people need a lot of support. We recently saw the Jubilee Government come with the Uwezo Fund. We have had the Youth Enterprise Development Fund and the Women Enterprise Development Fund. Today Kenyans are The electronic version of the ... view
  • 17 Sep 2013 in National Assembly: looking at us and asking themselves what we can do as a House to ensure that the common man, and more so the poor Kenyan in the rural areas, accesses those funds at affordable interest rates. The biggest challenge has always been how much interest the various financial institutions charge. As we are aware, the purpose of microfinance is basically access to money borrowing services by Kenyans who cannot access mainstream banking institutions. These are people who sell their chicken and accumulate a certain amount of money to build houses, buy land and raise school fees for their children. When ... view
  • 17 Sep 2013 in National Assembly: Hon. Temporary Deputy Speaker, that is not a point of order. It is a nuisance and disruption to my contribution. view
  • 17 Sep 2013 in National Assembly: Madam Temporary Deputy Speaker, I will continue from where I stopped. The major reasons we are here are representation, oversight and legislation. When we legislate we do so in a manner that Kenyans do not ask the next day what we were doing in the House. For instance, when we passed the VAT Bill last time, other hon. Members hit out in the Press--- view
  • 17 Sep 2013 in National Assembly: Madam Temporary Deputy Speaker, if I said that, which I cannot recollect, then I withdraw. view
  • 17 Sep 2013 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I said that the issue of microfinance is critical. This affects the poorest of this country. They are waiting to see how this House is going to debate this matter and make it affordable for them. We need to create an environment that will enable the poor Wanjiku to access this money. The other day I was at home and many of the youths and women were asking me how soon they will be able to access the Uwezo Fund. Kenyans out there are waiting. They have difficulty in accessing banks. They do not ... view
  • 5 Sep 2013 in National Assembly: Hon. Speaker, Sir, I stand to support the amendment of the Motion and say that today is a very sad day. I am disappointed with my colleagues who walked away from here and forgot that their main responsibility was to come and legislate. Once this Motion had been brought, they had all the opportunity to make all the amendments that can make our country move forward. This reminds us of the historical cases of the home guards and freedom fighters. When the home guards were busy collaborating with the colonialists, the freedom fighters were in the bush fighting to give ... view
  • 5 Sep 2013 in National Assembly: I know we have commented about the issue of the VAT Bill. What we know is that the VAT Bill as passed by this House did not put VAT on unga . That is very clear. If there is any amendment that we can still do on the VAT Bill, I do not think the Jubilee side is insensitive to the wishes and calls of Kenyans. We shall amend the various amendments on the VAT Bill so that we can make sure that the common Kenyan does not suffer. On this issue, we know that the post election violence, for ... view
  • 5 Sep 2013 in National Assembly: you could not be prosecuted and they went for the people who did not deserve to carry those crosses. I stand today here to support this Motion and ask that if according to the Waki Report there were 20 members in that list, can it be made public? view
