Thank you, hon. Temporary Deputy Chairlady. I rise to support the amendment as proposed by hon. Dr. Nyikal, who is my senior colleague in the profession. But when it comes to this issue of disposable plastic syringes, cannulae, catheters, blood bags and infusion sets, when you look at the first schedule, we have exempted the issue of infusions. When you go to almost every health centre, dispensary or hospitals, if we do not make syringes, infusion bags and cannulae available, then even when we have an emergency, our hospitals will not be able to conduct those emergencies. Hon. Speaker, Sir, these people were evicted from their land which they were allocated by the Government in 2002. These people have been living under very difficult circumstances; most of them are in an IDP camp and they are referred to as forest evictees. These people have suffered a lot from 2002 up to today. On a point of order, hon. Speaker, Sir. The PAP is the legislative body of the African Union which acts on oversight, advisory and consultative powers. So, is the Member in order to tell us that the Constitution does not talk about the powers of the Senate and the National Assembly? When you look at the role of the PAP, where they are talking about oversight, advisory and consultative powers as a legislative body of the African Union, those are the functions at the national level.

Hon. Speaker, the reduction of the publication period from 14 to 12 days will ensure that this Bill is fast-tracked. It will be one of the first Bills for this House to discuss. The Marriage Bill is an important Bill. One of the foundations of the Jubilee Government is the importance of having a family. This formed part of our campaigns and we want to see to it that families live in harmony. I beg to support.

Hon. Gikaria: Hon. Speaker, I rise to support. In fact, I even wanted the period to be further reduced so that we can come up with amendments to the clauses that are so punitive to us. I support the reduction, but if it could be reduced further, that would be far much better.
