This is a very important amendment, considering that women, youth and PWDs have been facing a lot of challenges. We should, therefore, make it easy for them to access contracts without making it very expensive because constitutionally, they are recognised as the most vulnerable groups and they must be supported. The law of this land provides that 30 per cent of jobs should be given to the youth, women and PWDs. At the end of the day, when it comes to giving them jobs, they do not benefit from that 30 per cent that is provided for in law. This is a very important amendment and basing on what he has presented, it intends to establish regional cancer treatment centers. When we talk of regional, we mean where you have the country divided into various regions. Apparently, we have a model that is working for blood transfusion. We have regional blood transfusion centers within Nakuru, Eldoret, Kisumu, Nyeri, Embu, Nairobi, Mombasa and other places. The same amendments talk of having consultations with healthcare practitioners and the relevant statutory bodies. This is where you levy charges on the practice of conventional medicine in consultation with relevant statutory bodies and stakeholders. Thank you, Hon. Speaker, for allowing me to contribute to this Petition by Fredrick Gaya on the hardships within Rachuonyo North Sub- County. Even as the Committee looks into this, we have had several petitions on gazettement of hardship areas in various places. I think the gazettement that exists was done during the colonial times. So, it is important that this Committee prepares a proper report and asks Members from the hardship areas to present their cases, so as to consolidation all hardship areas, which this House will then pass. The Committee needs to handle this urgently. I thank Hon. Duale for raising this issue. On Thursday last week, we passed the Supplementary Appropriation Bill and we expected the Principal Secretary for Petroleum, Mr. Kamau, to give a statement to the effect that everything will normalise by Wednesday. But when we pass by petrol stations, we find people moving around with jerrycans looking for fuel. This can be very hazardous because with jerrycans of fuel in the House, people might end up with accidents. It is something the Government needs to be serious about and move with speed. As the House Business Committee reconvenes next week on Tuesday, my prayer is that I have a Bill which has taken long - the Kenya Food and Trucks Authority - which is a very important Bill. It will be an injustice to this nation if that Bill is not sorted out. It is now at the Committee of the whole House, and I would wish that it be scheduled. Thank you, Hon. Speaker. I rise under Standing Order No.95 and request that the Mover be now called upon to reply. We had agreed that we shall have two Members from that side and two Members from this side contributing. Since most of the contributors are in agreement with the Supplementary Budget Estimates, we can proceed to the Committee of the whole House to do the necessary tidying up.
