At the outset, I want to support this very important Bill, the Information Communication Technology Practitioners Bill (National Assembly Bill No. 38 of 2020) by Hon. Osotsi. This Bill aims to regulate training, registration, licensing and practice in the ICT Sector. I think this is a move in the right direction. Currently, we do not have a Bill that regulates training of people in the ICT sector. The insurance sector has for a long time been seen as a nuisance. It has been seen as unregulated and not responsive to the needs of Kenyans. In view of the current situation where we are facing terror threats, the Expressway is above the Parliament Buildings! Somebody can come with a bazooka and hit Parliament.
