Mr. Temporary Deputy Chairman, Sir, I want to make a very simple solution to all these three different issues. Clauses 7(a), (b), (c) and (d) remain as they are but you put to protect the concerns we say “subject to section 43”. The amendment will be deleting (b) and (c) but I am saying that we subject all of them to “subject to section 43”.

Madam Temporary Deputy Chairlady, for the first one, I have no problem in substituting the Director-General with the council. This is because the formulation of administrative regulations still falls under the council. But on the other one, those regulated must then be approved by Parliament. I think it is overkill because we have enough on our plate. We do not need to micro-manage this institution. We do not want to formulate rules and regulations for them or be involved in what they wear and eat. We have better things to do.

Madam Temporary Deputy Chairlady, again, let me say that, that has been an agreed position because it was discussed by the Service and the Committee. It is straightforward. It will be dangerous to start having new people when we are just going for elections. Let the new President make his own decision in March next year. Again, even for the other employees, I think they will be able to work harder. Again, even for the qualifications, we have given them five years to attain the qualifications. So, I support and you can put it to vote.
