Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance to support this Bill. I would like to congratulate the Nakuru Town Mayor for banning smoking in public places. The Mayor used his powers in the by-laws. I have not understood why other mayors and heads of townships have not done the same. We recall that when the Minister for Health banned tobacco smoking in public places, there was hue and cry, especially by those who promote tobacco production, tobacco processing and those who actually benefit from tobacco in this country. Mr. Speaker, Sir, I just learnt this morning that we have about 40,000 Kenyans in the police force living in very substandard conditions. Given the rising insecurity and sophistication of crime, could the Assistant Minister tell us why we do not have a police force that has a good scheme of service that recognises education and fits within the rest of the public service sector?

Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to support this Motion, and contribute to the Budget Speech. I will start by congratulating the June 26, 2007 PARLIAMENTARY DEBATES 2025 Minister, Mr. Kimunya. This is his second Budget and I believe that he is trying his best to do as much as he can with the amount of money that he has. So, when it comes to corruption, I think I take issue with this Government, and we have to do something about it. Mr. Deputy Speaker, Sir, something else I expect to happen is, whereas we call the Budget "pro-poor", the following day consumer prices are up! The poor buy the same bread, milk and sugar that the rich buy. So, when we are saying: "Look here, this is a pro-poor Budget" and the following day consumer prices and transport costs go up, we are not doing a service to the many Kenyans who live below the poverty line. Mr. Deputy Speaker, Sir, if we do not do something now, many Kenyan women who are married will be disenfranchised and they will not vote. Could the Assistant Minister confirm that, in fact, for many married women to get identity cards, they have to go back to their places of birth and be ascertained by the chiefs in the places where they were born rather than where they are married?
