  • 23 May 2007 in National Assembly: asked the Minister for Education:- (a) whether he is aware that so many Kenyan students are leaving the country to study in universities in Uganda due to low fees charged by the universities and lack of capacity by local universities to absorb all Form Four-leavers who attain the minimum admission requirements to public universities; (b) whether he is further aware that some of the universities in Uganda have not been accredited by Uganda's Commission for Higher Education and, hence, the quality of education they are offering is questionable; and, (c) what urgent steps he will take to ensure that the ... view
  • 23 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have asked this Question before, but it has just been answered in the same manner, which is not satisfactory. Eleven thousand students constitute two universities. It is shocking, given the thirst for university education in Kenya, that Uganda has more universities than Kenya. Could the Assistant Minister tell us how long it takes, from application to accreditation, for 1574 PARLIAMENTARY DEBATES May 23, 2007 a private university to be registered in this country? view
  • 23 May 2007 in National Assembly: Mr. Speaker, Sir, I am surprised that the Assistant Minister does not see it fit that he ensures that Kenyans who are studying outside come back with degrees which are acceptable here. They are going to cause a problem when they come back into the labour force. Mr. Speaker, Sir, could he table for us the qualifications of the 11,000 students who are in Uganda before he starts, in fact, saying that they do not qualify to enter degree programmes? view
  • 22 May 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this chance to support this Bill, and to add on to the so many good points that have been brought forward by colleagues, and, really, compliment the Minister for the series of Bills on labour that he has been bringing. Mr. Deputy Speaker, Sir, I am contributing to this particular Bill on occupational safety and health and saying that for starters, we have not even defined health, and that is why we are questioning what hon. Wamwere is talking about, when workers do not earn their salaries. I am a food ... view
  • 17 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, insecurity is on the increase countrywide. The Assistant Minister, however, keeps on referring to community policing. Could he tell this House when this community policing was last evaluated and whether it is working or not? view

  • 10 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Minister knows that the sugar industry in Kenya is not competitive. As he encourages a proliferation of sugar factories, could he tell us what measures he is putting in place to make sure that the production cost for the farmers goes down? view
  • 9 May 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Motion. I would like to congratulate my colleague, the hon. Wamunyinyi, for bringing this Motion which is long overdue. It is really surprising that having been independent for this long and having had a school of medicine since then, we do not even have this speciality in our universities. We will recall the latest incident where the Kenya Airways aircraft 507 crashed in Cameroon. When the news of the crash came out and relatives wanted to know what was going on, immediately, we were told ... view
  • 2 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, could the Minister tell us how the issue of intellectual property rights has been taken care of to ensure that wherever the tea goes, everybody knows that it is Kenyan tea, because Kenya tea is special? view
