This Bill came for the First Reading on the 8th June 2021 and we subjected it to stakeholders participation. Our Committee handles a very technical area. A lot of the things that interest people are the economic enablers that this country has put almost three quarters of its Budget on.

Thank you, Hon. Temporary Deputy Speaker. I rise to second the Motion. This policy aims at creating a vibrant co-operative sector that will develop or be a vehicle for economic transformation of our country, particularly in the rural areas. This House may recall a time when we had a very powerful commissioner of co-operatives. What this Paper seeks to do is to align the old co-operative legal mechanism with the Constitution. Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to support this very important irrigation Bill. This country has been reliant on agriculture. Some of us have been saying here before and even out there, and development partners like the World Bank have consistently sang this song that we keep singing of a double-digit economy.
