This policy aims at creating a vibrant co-operative sector that will develop or be a vehicle for economic transformation of our country, particularly in the rural areas. This House may recall a time when we had a very powerful commissioner of co-operatives. What this Paper seeks to do is to align the old co-operative legal mechanism with the Constitution. Under the Fourth Schedule of the Constitution, the co-operative sector was devolved to the county governments. This country has been reliant on agriculture.
