This policy aims at creating a vibrant co-operative sector that will develop or be a vehicle for economic transformation of our country, particularly in the rural areas. This House may recall a time when we had a very powerful commissioner of co-operatives. What this Paper seeks to do is to align the old co-operative legal mechanism with the Constitution. This country has been reliant on agriculture. Some of us have been saying here before and even out there, and development partners like the World Bank have consistently sang this song that we keep singing of a double-digit economy.
