  • 5 Nov 2015 in Senate: I fully support that noble function carried out by our nurses and doctors. We must come outright as a Senate to strengthen the county governments so that they can perform that noble service. view
  • 5 Nov 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I would like to join you and my other colleagues to welcome the delegation from Mozambique. On behalf of CPST, Hon. Bett Mugo and I, as Board Members, we welcome the delegation and we shall The electronic version of the Senate Hansard Report is for information purposes only. • 5 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I would like to correct Sen. Mutula Kilonzo Jnr. KWS is not involved in this issue. It is the county government which is involved. I think we would rather direct it to the Ministry of Devolution or the National Treasury. view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I passed through the Kisumu-Kakamega- Webuye Road and saw that it is in a terrible state. However, could the questioner tell us why he is advocating for an international contractor instead of the local contractors? view
  • 4 Nov 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. First, I sympathise with the Merus. They are very good people. In Samburu, we refer to them as ‘ATMs’ . When our young warriors want to exercise a raid, they go to Meru. I sympathize a lot with them. The Merus, the Borana and the Turkana have illegal guns. The Cabinet Secretary has said that they are going to mop up illegal guns in that area. When will the exercise kick off? We have three military camps; an Anti-Stock Theft Unit, regular police and GSU in Isiolo. When is the exercise going to start ... view

  • 29 Oct 2015 in Senate: Mr. Speaker, Sir, I do not want to say that El Nino rains has started, but some areas in this country are facing heavy rainfall. Last week in Baragoi, we lost over 70 goats after two days of heavy rainfall. In 1997/1998, we suffered very many diseases in Kenya, especially in the former Rift Valley Province where we had the Rift Valley Fever. In North Eastern and parts of the former Eastern Provinces, we had the Blue Tongue disease which killed many livestock. I would like to get a response from the Chairperson on how the Government will mitigate against ... view
  • 29 Oct 2015 in Senate: On a point of order. Mr. Speaker Sir. You must have heard our Chairman say that they are going to provide fertilizer. Is he telling us that fertilizer is going to be used before El Nino rains so that it will be washed away? view
  • 29 Oct 2015 in Senate: Mr. Chairman, Sir, my point of order is that my two colleagues who are very senior lawyers in this country, are misleading this Senate and the nation by saying that the President has no role in bringing Bills to this House. Bills originate from the Executive, then they are brought here for discussion. Apart from private Members’ Bills, what other Bills do we discuss here? In the Constitution, the President is given the power of assent. Why are they misleading us? view
  • 21 Oct 2015 in Senate: Thank you, Mr. Deputy Speaker Sir, for giving me this opportunity first to congratulate the people of Vihiga County for coming up with this very important petition. This problem occurs not only in Vihiga but all over the country. Many of my colleagues have said that some of us feel that we are discriminated, especially the pastoralist communities. Our young men and girls do not get the opportunities to be employed in any institution because they lack identity cards. I would like to request this Committee to see how those young men could automatically get identity cards in their own ... view
