This amendment is the same as the one done to Clause 12. It is just making it neater by introducing the words “social sciences” just before the words “energy”. It is cleaning up so that it ties up with what we did to Clause 12.

Hon. Temporary Deputy Chairlady, I beg to move the amendment in an amended form. As I said, the amendment to Clause 44 is similar to what we did to Clause 12. We are just inserting the wordings “social sciences” before the word “energy” to make it wider and acceptable. It can also take more professionals and skills. This will enhance the performance of the authority.

Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause of the Bill be amended by inserting the following new paragraph immediately after paragraph (c)— “(ca) maintain a data bank of the operations, conduct and employment history of persons registered and licensed under this Act”.

The import of this amendment is to maintain a data bank of all security guards who work in this country. The problem with security guards is that they work for a company and commit an offence, and then move to another one and commit another offence. They circumvent the issue of certificate of good conduct. The amendment will curb that practice.
