On a point of order, Mr. Temporary Deputy Speaker, Sir. The hon. Assistant Minister has mentioned something that is very tribalistic; "Luo-Nyanza"! Could he, please, apologise to this House for using that kind of language? Is there something like "Turkana-Rift Valley"?

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to air my views on this Vote. From the outset, I would like to congratulate the Ministry of Energy for performing really well over the last four years. If you look at the State corporations under the Ministry of Energy, you see there is a huge difference in the way they are being run. Mr. Deputy Speaker, Sir, like other hon. Members have said, the issue of renewable energy is critical. This country really needs to look into the importance of using the renewable energy that we have. I would like to give examples of wind and solar. It is understood that in the northern part of this country, there are strong winds. Wind speeds have been calculated that are enough to have the big turbines, like seen in Germany and other countries. Mr. Speaker, Sir, my understanding was that each constituency was supposed to get Kshs1 million each across the board. Could the Vice-President and Minister for Homa Affairs tell me why the answer clearly shows that only Kshs118 million has, so far been disbursed? This means that only 118 constituencies have received this money. What about the 92 constituencies that have not received this money? Why have they not received the money?

Mr. Speaker, Sir, one of the critical concerns is that whereas this money is being given to youth across the board in each constituency, there is no capacity building for them on how to manage funds. What is the Ministry doing to educate the youth on financial management issues and how to get returns from the money that is being given to them to invest?

Mr. Deputy Speaker, Sir, before you made this ruling--- Last week, I wanted to critically address an issue. You had ruled that some documents should be tabled in the House. When those documents were tabled, they were tabled half-heartedly. The contract between the Kenyan Government and Nigerian Government was supposed to be tabled here. But they only tabled a contract for the year 2006, whereas I had asked for the contracts for the last three years.
