  • 28 Nov 2018 in Senate: Thank you, Mr. Speaker, Sir. Let me also add my voice to welcome the Kisii County Assembly Members and the staff who have come here to benchmark on delegated legislation. They have come at a time when we were talking about capacity building of our county assemblies for them to be equal to the challenges that arise on resource allocation. I sit in the Committee on County Public Accounts and Investment and it is indeed important that they are here to see what role they can play in ensuring that when they pass the County Integrated development Plans (CIDPs), the ... view
  • 28 Nov 2018 in Senate: Madam Temporary Speaker, I want to second this Bill because I believe it lays the foundation upon which we should be able to get our educational system running. The early childhood education is the one that has been most abused and mishandled. We are talking about children at the age of four and five years. In fact, some of them from three to five years. Unless we have an organized system of handling these children, it is going to make a mockery of the free primary education later on leading to free secondary education because the foundation would have been ... view
  • 28 Nov 2018 in Senate: around so the type of objects being left around may be injurious to the children in that surrounding. Therefore, the Bill goes to a great to define how these centres should be established. People must be careful about how they are established. When this center is established, there will be breaks for small refreshments and meals and, therefore, there must be water, clean toilets or otherwise, you create a place where you get all forms of diseases. Instead of children gaining in that association, the day care center will be sending diseases to their homes. I do not think we ... view
  • 28 Nov 2018 in Senate: Apart from the right to early childhood education, we have provided the methodology on the registration of these items. We have also provided that there will be management of early childhood centres and I have spoken very extensively on that subject. The administration of early childhood centres is critical to the success of this. There may be other private sectors that may want to establish the ECD centres and the method of accreditation must be critical and at the end of it all, the quality assurance both in terms of the building structures, curriculum and methodology, must be clear. I ... view
  • 27 Nov 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to congratulate the Mover of this Bill, Sen. Moi, for having carefully thought through one of the most important pieces of legislation that we need to introduce into our country in terms of how we handle both the natural resources available in our country. The natural resources could be in the air like the wind energy or on the surface like the water. Today, we are having the blue ocean and other benefits that accrue from that level or whether they are underground natural resources that need to be exploited. One of ... view
  • 27 Nov 2018 in Senate: are thinking about, Kenyans have the capacity to put in their stamp so that they can earn out of their sweat and skills. The first important element that this Bill brings out is the content of training, but we must now gear our universities and our Technical and Vocational Education Training (TVET) colleges to train manpower which is relevant to the industrial needs of this country. There must be public participation between our public universities and private universities with the industry in Kenya so as to mould a curriculum that is serviceable for both sides. There is the question of ... view
  • 27 Nov 2018 in Senate: In the mineral sector and under water materials, we have petroleum products. This is a feature we are going to see as we move forward and as they continue exploring. We do not have the expertise to do the extractive processes that are required. We, therefore, need chemical analysts; people who know the density, molarity or the characteristics of the petrol that we want to exploit. What is currently happening is that we get crude oil and transmit it to the port for refining or the raw material is exported as it is. I believe that manufacturing features prominently under ... view
  • 27 Nov 2018 in Senate: connotation of replenishment. Replenishment is a totally new game altogether, because you can employ thousands of people in replenishing your environment so that it can feed into the products that you want to develop. That way, you can sustainably use those resources for the benefit of this nation. The sixth element is that it will increase the Gross Domestic Product (GDP) of this country. We do not have to start struggling about our GDP base, because we will be among the league of those newly industrialized nations and playing in that league. Today, the poverty levels are very high, and ... view
  • 8 Nov 2018 in Senate: Thank you, Mr. Speaker, Sir. I also add my voice to congratulate Sen. Seneta for bringing a very important Petition before this honourable Senate. Water is life. Without it, the whole village or country will come to a halt. Anybody who does not take water provision as a serious service is doing disservice to this nation. Recently, Sen. Seneta and I went to a place called Bali in Indonesia. In one of the outdoor visits to the village level, we witnessed how the village council was able to take care of the water provision for their residents. That is the ... view
  • 8 Nov 2018 in Senate: that region is not able to perform their duty, it has failed, should be fired and face the rule of the law. This is unacceptable. They are also unable to remit the statutory deductions, for example, Pay As You Earn (PAYE), National Hospital Insurance Fund (NHIF) and other social amenities that we require. Therefore, this is a Petition which is heavily loaded. We need to canvass and get the right bearing and decision so that it can apply equally to other water bodies within the country. If they knew how water is precious in Egypt, they will know that the ... view
