Thank you, Mr. Deputy Speaker, Sir. We have gone beyond the level where sooner or later, we will collapse, even with the best flowery language that we are being told; that it is manageable. When you get to a situation where the borrowing escalates to higher levels, the level of corruption continues going up and the resource flow to the county governments is diminishing, it is a recipe for chaos. We must arrest that situation before long. I thank you for your attention, Mr. Deputy Speaker.

Mr. Speaker, Sir, I would also like to voice my message of welcome to the Kirinyaga County delegation. It is one single county that I have a lot of time for because my household is from Kirinyaga. I, therefore, welcome you and look forward to coming to see where my household comes from. I look forward to engaging you once more. However, I paid the entire dowry. Therefore, there will be no additional dowry to be paid to that region. I thank you.

Mwaruma is asking the Committee on Lands, Environment and Natural Resources to get to the bottom of the matter dealing with the social aspect of the miners within the environment where they are working. The second point that must come out very clearly in this report is the benefits that accrue from mining, which is the economic element that must stand out when one wants to mine in any part of this country. On a point of order, Madam Temporary Chairpersons. This Bill is designed to make a very clear distinctive difference between the old Bill or Act of Parliament, which denotes the physical planning as it is today in our statutes, as opposed to the new philosophy of land use.
